On 16/9, Ho Chi Minh City police arrested Luong Cong Thuan (27) and Le Van Nham (32) for investigation of public disorder.
The arrests followed an investigation into online activities. Police discovered two TikTok accounts, "Thuan khung bao doi" and "Minh bao doi yeu em," regularly livestreaming disruptive pranks. These included blocking traffic, throwing cakes, and putting underwear on pedestrians' faces.
The Criminal Police Department coordinated with local police to identify those involved. Thuan was caught in the act at a hotel in Thoi An ward (former District 12), while Nham was apprehended while in hiding.
Investigators determined that Thuan and Nham hired people to act out dramatic and outlandish scenarios, posting the videos to their TikTok accounts to attract views and solicit money from viewers.

They announced on their TikTok accounts that viewers had to pay to see them livestream these "challenges." Each livestream could earn them 3 to 5 million Vietnamese dong, which they then split.
Ho Chi Minh City police stated that these acts demonstrate a disregard for the law, negatively impacting public order and social values, particularly among young people. They urged the public, especially teenagers, not to support such content and encouraged parents to guide their children in using social media responsibly.
