This new provision is stipulated in Decree 179/2025, which outlines the support levels for individuals working in digital transformation, network information security, and cybersecurity within Party, State, and Vietnam Fatherland Front agencies from the central to communal levels, as well as within the armed forces (military, police, and cryptography sectors).
The first group eligible for this support includes officials and public employees holding specialized positions in information technology management, including: information technology or digital technology industries, digital technology, information technology applications, digital transformation; network information security or information security, cybersecurity; electronic transactions; and other positions related to digital transformation as designated by competent authorities.
The second eligible group consists of officers, non-commissioned officers specializing in technical expertise, and police workers within the People's Public Security; officers, professional soldiers, and national defense employees within the People's Army.
Individuals working in cryptography organizations receiving salaries from the state budget and specializing in digital transformation, security, and cybersecurity, ensuring national sovereignty in cyberspace, and other subjects related to digital transformation under the authority of the Ministry of National Defense and the Ministry of Public Security are also included in this policy.
According to the decree, the Ministry of Science and Technology will guide the identification of eligible digital transformation positions within the first group of agencies. The Ministry of National Defense and the Ministry of Public Security will provide guidance for the second group.

Each individual will receive 5 million VND per month until the salary reform policy is implemented according to the direction of competent authorities. This stipend will be paid alongside the monthly salary and will not be used to calculate social insurance and health insurance contributions or benefits.
The stipend will be discontinued if the digital transformation or cybersecurity specialist does not continuously hold the position for one month or more; takes unpaid leave for one month or more; is on leave receiving social insurance benefits; or is in custody, detention, temporary suspension, or suspension from work.
The state budget will cover the support costs for officials, public employees, and armed forces. For public employees in public service units, depending on their level of financial autonomy, units can use revenue from business activities, other legal sources of income, or state budget allocations.

To promote the application and development of digital technology, numerous legal regulations have been issued to encourage science and technology development and attract resources and international investment.
According to the Ministry of Science and Technology, digital transformation helps citizens have equal access to services, training, and knowledge, narrowing the digital divide through the development of digital government, digital economy, and digital society.
Digital transformation can bridge geographical gaps, providing equal opportunities for citizens to access services and bringing significant improvements in the quality of life. People can live healthier lives with timely healthcare, enjoy more diverse forms of entertainment, and experience increased safety.
Therefore, the 8 priority areas for digital transformation are: healthcare, education, finance and banking, agriculture, transportation and logistics, energy, resources and environment, and industrial production.
