Wild chase and accidental shooting in Hanoi

While searching for rivals, 30 reckless drivers threw beer bottles, scraped a sword on the road to create sparks, and fired a gun, seriously injuring a bystander.

Do Anh Dat and Pham Van Dung, both 23, from Hanoi, have been indicted by the Hanoi People's Procuracy on charges of murder and intentional injury. The two were involved in an incident in September 2023 where they carried weapons, caused public disorder, and seriously injured a bystander.

25 accomplices were tried earlier. Dat and Dung fled and were arrested in December 2024 and last May, respectively.

The procuracy determined that in early 2023, Dat joined the "Tre 7.0" Facebook group. Created by Tuan, a 16-year-old, the group comprised around 40 other youths who frequently gathered for meals or to engage in fights and settle disputes with rival groups.

In September 2023, the 16-year-old "leader" exchanged heated messages with a Facebook user named "Na Tra" (identity unknown) and challenged him to a fight near Giai Phong Street on the evening of 21/9/2023.

Leader Tuan posted a message in the "Tre 7.0" group: "Anyone free today can help me with the Na Tra situation". Group members, including Dung and Dat, responded.

The group prepared two crates of beer bottles, a hunting rifle, a sword, and metal pipes for their street rampage. 22 people gathered at 11 PM on 21/9/2023, distributed the weapons, and rode motorcycles to find "Na Tra". Unable to locate him, the group headed towards Truong Chinh Street via Giai Phong Street.

While riding, the reckless drivers shouted, honked, swerved, and threw bottles onto the street. Dung scraped his sword on the ground as a display of intimidation, disrupting order along the routes they traveled, the procuracy alleged.

Unprovoked assault on a bystander

According to the indictment, by 00:15 on 22/9/2023, they still hadn't found "Na Tra". Dat agreed with the group to attack any young man they saw on the street without a helmet or license plate, suspecting they might be "Na Tra".

The group agreed and rode towards Nga Tu So, then turned onto Nguyen Trai Street in the former Thanh Xuan district.

They encountered two unfamiliar young men on a motorcycle coming from the opposite direction. Tuan's group approached, threw a beer bottle at the driver's face, injuring him, breaking his teeth, and causing jaw and facial injuries.

The 22 reckless drivers continued shouting, throwing beer bottles, and rode towards Nhon intersection. There, they encountered three more young men on motorcycles and attacked them with beer bottles.

The group then moved to My Dinh area. Reduced to 15 people on seven motorcycles, they encountered and clashed with the "Chuong My group" of 10 individuals on four motorcycles near Nga Tu So.

The "Chuong My group" had also prepared weapons, beer bottles, and knives, and were riding around looking for fights. The two groups clashed, chasing and attacking each other with beer bottles and the hunting rifle.

Mistaking a passing motorcyclist for a member of the "Chuong My group", Viet Hoang, a member of "Tre 7.0", shot him in the back with the hunting rifle.

The victim, injured, staggered and collapsed by the roadside. After a night of chaos, both groups dispersed at dawn. The "Chuong My group" escaped.

The victim suffered a chest wound and 44% health damage.

Some of the other juveniles involved in the incident, aged 14-15, were not held criminally responsible due to their age. They were handed over to their families and local authorities.
