Nguyen Thi Van Anh, 44, residing in Tu Liem ward, Hanoi, is scheduled to stand trial on 19/5 at the Regional People's Court 4 of Hanoi. She faces charges of disturbing public order, as stipulated by Article 318 of the Criminal Code.
This charge carries penalties ranging from a fine of 5 to 50 million dong, non-custodial reform for up to two years, or imprisonment for three months to two years.
According to the indictment, the incident stemmed from Hang, Van Anh's next-door neighbor in the apartment building, posting in a resident group about Van Anh's son allegedly exhibiting inappropriate, "perverted" behavior within the complex. This angered Van Anh, who then confided in her cousin.
On 9/1 at approximately 8 PM, as Hang returned home and approached her apartment door, Van Anh's cousin confronted her, questioning the post and asserting that the boy did not act as described. Van Anh then emerged from her home, scolded Hang, grabbed her hair with her left hand, and repeatedly hit Hang's head with her right hand. Van Anh simultaneously hit and cursed her neighbor.
The cousin intervened, pushing Van Anh away and holding her hands. The defendant's daughter also attempted to intervene but was unsuccessful.

Van Anh stopped assaulting Hang when building management officials arrived. However, both parties continued to exchange words, with Van Anh and her husband further verbally abusing the neighbor.
Hang subsequently filed a report with the police, providing security camera footage as evidence. She also posted about the incident on social media platforms.
Police assessed Van Anh's actions as illegal. Although the victim did not suffer severe injuries, the incident negatively impacted public opinion and affected local security and order.
The People's Procuracy noted that Van Anh is a first-time offender, and the case is considered less serious. She made a sincere confession, showed remorse, and surrendered to authorities.
Speaking to VnExpress, Hang stated she moved into the building in 2017 and has frequently experienced discomfort. In addition to alleged harassment from Van Anh's son, she was bothered by the neighbor's household, which often left dozens of pairs of shoes scattered across the hallway, creating clutter, and frequently sang karaoke "with loud noise."
Hang reported these issues to the building management and management board, but they were not adequately resolved. To document evidence and protect herself, she installed a camera outside her door.
