Hoang Cong Thuy, Vice Chairman of the Central Committee of the Vietnam Fatherland Front, recently signed and issued a report on the results of the second consultative conference for the election of deputies to the 16th National Assembly and People's Councils at all levels for the 2026-2031 term.
Across both central and local levels, the preliminary list of candidates for the 16th National Assembly comprises 1,041 individuals. This figure represents an average ratio of 2.08 candidates per elected deputy, meeting the surplus requirement stipulated by the Election Law and ensuring the proper structure and composition.
Previously, the first consultative conference allocated 975 individuals to be nominated as candidates for the 16th National Assembly across 34 provinces and cities. This was 1.95 times the projected number of elected deputies.
Among the candidates, 471 are women, accounting for 45.24%; 228 are under 40 years old, making up 21.9%; 229 are ethnic minorities; and 95 are non-Party members. Additionally, 145 candidates are incumbent deputies from the 15th National Assembly, representing 29% of the total.

The Vietnam Fatherland Front reported that nominations include: 10 individuals from Party agencies; two from the Office of the President; 145 from National Assembly agencies; and 15 from the Government and its affiliated agencies. The Ministry of National Defense nominated 14 candidates, the Ministry of Public Security nominated three, and the Supreme People's Court, Supreme People's Procuracy, and State Audit Office each nominated one individual. The Vietnam Fatherland Front and its member organizations nominated 25 individuals.
Of the 217 candidates nominated at the central level, 138 are seeking re-election. Regarding their education, 28 hold university degrees, and 189 hold postgraduate degrees.
Among the 824 candidates nominated by local areas, 420 are women. Provinces and cities with a high proportion of women candidates include Thai Nguyen, Phu Tho, Da Nang, Bac Ninh, Cao Bang, Hai Phong, Quang Ngai, and Thanh Hoa. There are 90 non-Party candidates, 227 candidates under 40 years old, and 23 self-nominated candidates. Educational backgrounds show 381 hold university degrees, 488 hold postgraduate degrees, and 21 have less than a university degree.
The Vietnam Fatherland Front assessed that the second consultative conference for the 16th National Assembly election was conducted democratically and in accordance with the law. The results reflect a high degree of consensus in the discussions, selection, and agreement on the preliminary list of candidates.
Agencies, organizations, and units followed the correct procedures for nominating candidates for the National Assembly and People's Councils at all levels, adhering to the allocated structure, composition, and number. The process of gathering feedback and voter confidence at workplaces was carried out rigorously and in compliance with regulations.
The Vietnam Fatherland Front stated that 5,078 individuals are candidates for provincial-level People's Councils, which is 34 fewer than initially projected at the first consultative conference. This represents an average ratio of 1.98 candidates per elected deputy. Among these candidates, 2,671 hold postgraduate degrees, 2,619 hold university degrees, and 186 have less than a university degree.
