The National Assembly recently highly praised the government's administration for its flexible and effective management during the 2021-2025 term. Delegates acknowledged the government's success in navigating numerous challenges, from the Covid-19 pandemic to geopolitical shifts, and largely achieving its socio-economic objectives.
Le Thi Nga, permanent deputy chairwoman of the National Assembly's Committee for People's Aspirations and Supervision, highlighted the continuous difficulties faced during the term. Early on, Vietnam dedicated all resources to combating the Covid-19 pandemic, overcoming immense pressure. Through decisive administration by the Party and the government, the situation was brought under control. Later, during the recovery phase, the government responded to severe flood damage in many localities, supporting residents and implementing housing programs. Towards the end of the term, geopolitical shifts, particularly the conflict in the Middle East, heavily impacted energy prices. Yet, the government proactively adjusted tax policies, helping to stabilize gasoline and oil prices.
Despite persistent challenges, the government maintained practical and effective administration, yielding positive results. The country achieved an average five-year growth of 6,2%, with 2025 alone exceeding 8%, largely fulfilling the targets set by the Central Committee and the National Assembly. Many key power and transport infrastructure projects were implemented and completed, contributing to laying a foundation for future development. Nga noted, "People are very impressed with a flexible, proactive government and a Prime Minister who is hands-on, closely connected to the people, working tirelessly day and night, even on holidays."

Nguyen Thanh Hai, chairwoman of the Committee for Science, Technology and Environment, assessed the government's progress in institutional improvement. She noted the shift towards a technology-based growth model, with the digital economy and e-commerce expanding market space and enhancing businesses' ability to participate in global supply chains.
However, Hai also identified limitations, citing unmet targets in areas such as digital economy development, labor productivity, environmental treatment infrastructure, and household wastewater collection rates. She urged the government to thoroughly assess the implementation of the National Strategy for research, development, and application of artificial intelligence, and to prioritize resolving existing environmental and technical infrastructure issues.
Looking ahead, National Assembly Chairman Tran Thanh Man stressed that achieving two-digit growth from 2026 will require more decisive, substantive, and synchronized government administration. He highlighted specific targets for 2030, including an average GDP per capita of approximately 7.000 USD, a 30% contribution from the digital economy, and an urbanization rate exceeding 50%. These ambitious goals place significant pressure on the quality of future growth.
To meet these objectives, Chairman Man proposed focusing resources on strategic projects like high-speed rail and nuclear power, alongside accelerating institutional reform and refining the two-tier local government model. He emphasized the importance of synchronizing law-making and enforcement to ensure that decrees and circulars are issued promptly, preventing situations where laws take effect but are slow to be implemented. Le Quang Manh, Secretary General and Chairman of the National Assembly Office, further suggested developing specific scenarios for 34 provinces and cities to achieve over 10% growth, maintaining total social investment, attracting foreign investment, and resolving delayed projects. In the long term, Manh advised the government to prioritize enhancing national productivity, ensuring policy synchronization, and evaluating the effectiveness of major public investments, such as Long Thanh Airport and the North-South high-speed rail, on growth in the coming decade.
