According to the President's decision dated 11/6, the 600,000 VND gift level is designated for: Vietnamese heroic mothers currently receiving monthly allowances; individuals who received honorary titles before 28/7 but have not completed the procedures; war invalids, individuals benefiting from war invalid policies, class B war invalids, and sick soldiers with an 81% or higher body injury rate; resistance fighters exposed to toxic chemicals with an 81% or higher body injury rate; direct relatives of martyrs receiving survivor's allowances; and relatives of two or more martyrs.
The 300,000 VND gift level is for: war invalids, individuals benefiting from war invalid policies, class B war invalids, and sick soldiers with a body injury rate of 80% or below who are currently receiving allowances; war invalids receiving disability benefits; resistance fighters exposed to toxic chemicals with a body injury rate of 80% or below; representatives of martyrs' relatives; and individuals who worship martyrs.

Beginning 1/7, several social welfare policies are expected to be adjusted. The preferential allowance standard for people with meritorious service will increase by 8%, from 2.789 million VND to 3.012 million VND per month, as proposed by the Ministry of Home Affairs. This adjustment serves as the basis for calculating allowances, subsidies, and preferential treatments for people with meritorious service and their relatives.
