On the morning of 11/6, at Dien Hong Hall, National Assembly House, the Politburo and the Secretariat organized a national conference. The event aimed to thoroughly understand and implement Resolution 06, issued on 19/5 by the Politburo, regarding the foreign policy guidelines of the Party's 14th Congress.
General Secretary, President To Lam; Prime Minister Le Minh Hung; National Assembly Chairman Tran Thanh Man; Permanent Member of the Secretariat Tran Cam Tu, along with approximately 800 delegates, attended the conference.
Delivering the keynote address, General Secretary, President To Lam emphasized the critical role of foreign policy as Vietnam enters a new era of development. He stated that foreign policy is a "crucial, regular" task, instrumental in defending the homeland proactively and from afar, and in creating a favorable international environment for national development. This policy must evolve to match the nation's stature, position, and cultural identity, thereby affirming Vietnam's image as independent, self-reliant, peaceful, cooperative, and responsible.

The Party and State leader affirmed that the foundation of foreign policy rests on strategic autonomy and national self-reliance, ensuring the highest national interests. It places the people at the center of all policies and considers contributing to the international community a responsibility. Furthermore, foreign policy is the endeavor of the entire Party and people, leveraging the combined strength of the entire political system and the nation.
He outlined five major orientations for future foreign policy work. The first is to promote a leading role in maintaining a peaceful, stable environment and creating a favorable international landscape for the country.
Foreign policy also needs to become a driving force for opening up new development spaces. This involves closely linking with the socio-economic development process, contributing to attracting external resources and favorable conditions for rapid, sustainable development.
Additionally, Vietnam will actively participate and contribute responsibly to resolving common issues of the international community. This includes enhancing its role and position in multilateral mechanisms and promoting cultural soft power, elevating the nation's standing commensurate with its historical stature and national identity.
The General Secretary, President emphasized the fifth orientation: "Building a comprehensive, modern, professional diplomacy, aligned with strategic tasks in the new era." This is intended to contribute to successfully achieving the nation's development goals by the mid-21st century.
He urged agencies to thoroughly grasp the motto "understand deeply, act correctly, complete thoroughly, and achieve effectively." They must promptly concretize Resolution 06 into action programs and work plans.

At the conference, Politburo Member and Minister of Foreign Affairs Le Hoai Trung presented the core contents of Resolution 06 and the task groups for implementing the action program.
Accordingly, the Resolution sets the goal of developing foreign policy in the new era commensurate with the nation's historical, cultural stature, and position. Foreign policy and international integration are the endeavor of the entire Party, people, and army; a "crucial, regular" task. It advocates steadfast strategic autonomy, national self-reliance, ensuring national interests, and enhancing the effective implementation of international commitments.
The Resolution also outlines major orientations: defending the homeland proactively and from afar; expanding development space; increasing Vietnam's contributions to common issues of the international community; promoting cultural soft power and overseas Vietnamese resources; and building a comprehensive, modern, professional diplomacy.
Contributing to the discussion at the conference, a representative of the Central Military Commission emphasized that defense diplomacy is one of the important pillars in Vietnam's relations with other countries and international organizations. This contributes to maintaining a peaceful, stable environment for national development. A representative of the Central Public Security Party Committee stated that the foreign affairs work of the People's Public Security plays a "crucial, regular" role, directly serving the tasks of protecting national security, ensuring social order and safety, and enhancing Vietnam's international standing and reputation.
