Hanoi to provide 100% health insurance support for residents aged 60-75 starting 1/7

Seniors aged 60 to under 75, along with certain resident groups not covered by mandatory health insurance and without existing cards, will receive 100% funding support from Hanoi.

In early june, the Hanoi People's Council (HDND TP Ha Noi) approved a resolution to amend and expand support, as well as increase contribution levels for social insurance (BHXH) and health insurance (BHYT) for specific policy and special groups across the city.

Specifically, 100% of health insurance contribution costs will be covered for individuals not yet participating in mandatory insurance and without existing health cards. This includes seniors aged 60 to under 75. This new policy lowers the eligible age by 10 years compared to the current resolution, which supports those aged 70 to under 75.

This 100% support also extends to: veterinary staff, population collaborators, residents of Minh Chau island commune, individuals living, working, and receiving care in charity or religious organizations, members of the Veterans Association, former soldiers who have completed military service and returned to their localities to join veteran clubs, former public security officers, former youth volunteers, and Hanoi Artisans recognized by the Hanoi People's Committee (UBND TP Ha Noi) who are not yet covered by mandatory health insurance.

An additional 70% of health insurance contribution costs will be supported for: households engaged in agriculture, forestry, and fisheries with an average living standard according to Hanoi's criteria, and victims of post-war bombs and explosive remnants.

A 50% additional support is allocated for: students from agriculture, forestry, and fisheries households with an average living standard according to the city's criteria, who do not yet have cards and are studying at educational institutions, both public and private; village health workers; village midwives; non-specialized workers in villages and residential groups; People's Artisans and Meritorious Artisans; and victims of human trafficking.

Hanoi Social Insurance reported that as of 4/2026, the city has supported health insurance contributions for nearly 132,500 people, totaling 52,6 billion VND. Among these beneficiaries, nearly 77,000 are aged 70 to under 75, and nearly 4,600 have mild disabilities. Across the city, over 8,5 million people participate in health insurance, and 2,5 million contribute to mandatory social insurance, representing 48% of the workforce.
