These 15 amenities include: Wi-Fi; document printing; provision of documents, staples, and pens; provision of forms and assistance with filling them out; online procedure support; free legal advice; assistance with installing apps and creating accounts for VNeID and iHanoi8; and personal digital signature creation.
Additional amenities include: document notification via Zalo/SMS/email; a digital library and green space; free mobile device charging; assistive devices for people with disabilities; basic medical equipment (blood pressure monitors, first-aid kits); complimentary drinks and snacks; and a receptionist robot.
According to the Hanoi People's Committee, these free amenities aim to provide maximum support to residents and businesses during administrative procedures, enhancing their experience and promoting a friendly, modern public service environment.

On the first day of implementation, the Hanoi Public Administration Center, Branch No. 1 (located in the joint building at 258 Vo Chi Cong Street, Tay Ho District), displayed numerous signs guiding people to the free services.
Thuy Dung, from Phu Thuong Ward, who was registering her child for a health insurance card, learned about the procedure by asking the receptionist robot. "The robot's instructions were very clear and easy to understand. Thanks to that, I could prepare all the necessary documents without having to run back and forth or ask multiple people, saving me a lot of time," she said.
Bui Duong, Director of Branch No. 1, noted that among the 15 free amenities, the AI robot providing administrative procedure guidance, printing services, complimentary snacks, and Wi-Fi were particularly popular. "Previously, people often spent a lot of time asking how to fill out forms and prepare documents. Now, there's a robot and staff to assist them right from the entrance hall. This not only saves time but also enhances the efficiency of document reception at the counters," Duong said.

The Hanoi Public Administration Center currently has 12 branches with main functions including: guiding administrative procedures; receiving and digitizing documents; transferring documents; delivering results; monitoring, inspecting, expediting, and evaluating the resolution and delivery of results for administrative procedures for organizations and individuals; and collecting fees and charges (if any).
According to the Ministry of Science and Technology's Provincial Innovation Index (PII) ranking, e-governance is one of Hanoi's strengths. In 2024, the city led the PII.
