On 17/8, Mr. Nguyen Tat Son, Chairman of Truong Vinh Ward People's Committee, announced that the local authority held a meeting with residents. They reached an agreement on compensation for properties on the land and resettlement arrangements for 22 households in Tan Phuong block, formerly part of Vinh Tan ward. These households are being cleared for phase two of the Le Mao extended road project.
"Authorities are working to complete the clearance and relocation of 22 households by the end of September to proceed with the project", Mr. Son stated.

Ms. Nguyen Thi Nga, 41 years old, a resident of Truong Vinh ward, shared that the new resettlement area is approximately 2 km from their current homes, with each household allocated a plot measuring 127,5 m2. Her family is happy about the upcoming relocation after many years of "living in limbo", but remains concerned about the compensation plan.
Her parents' land, including the house, trees, and other assets, is valued at approximately 9.2 billion VND. Of their four children, only two have currently been allocated land to build homes; one already has a house elsewhere, and the remaining child is renting.
"Her parents' wish is for their children to have land to stabilize their lives. If the compensation is satisfactory, we will agree to relocate", Ms. Nga said.

The Le Mao extended road project, approximately 1.5 km long, begins at Tran Phu road and ends at Vinh river in Truong Vinh ward. It commenced in 2008 under a Build-Transfer (BT) model, with Hanoi Housing Investment and Business Joint Stock Corporation (Handico 30) as the investor. After completing over one kilometer, the project stalled and transitioned to public investment. However, due to a lack of funds, the remaining section could not proceed.
Phase two, 384 m long, requires the clearance of over 18,000 m2 of land, affecting 22 households. In 2010, authorities planned to arrange resettlement in a neighboring ward, but residents did not agree. The inability to find a suitable resettlement area led to continued delays in site clearance.

For the past 18 years, households within the planned area could not build or expand their homes. Many houses deteriorated, and the access roads to the residential area were mainly dirt and gravel. Surrounding areas were leveled for urban development, causing frequent flooding in the residential zone during heavy rains.
In early August, the Nghe An Provincial People's Committee included phase two of the Le Mao extended road project among approved and ongoing works, mandating its completion by 2027.
Authorities anticipate that once completed, the road will connect the southern area of Vinh city (former) with neighboring urban areas, while also resolving the long-standing planning issues affecting these households.
