260 hectares of Phu Quoc protective forest encroached

An inspection revealed 315 cases of encroachment on 260 hectares of protective forest land in Phu Quoc, with 68 cases involving the construction of homes and other structures.

The An Giang Provincial Inspectorate recently issued a conclusion following an examination of forest land management across 4 projects: Ham Ninh resettlement area, Cua Can resettlement area, Cua Can lake and water plant, and Bai Bon - Ham Ninh waste treatment area.

According to a report from Phu Quoc National Park, 302 households and individuals had encroached upon 257 hectares of protective forest land within the scope of three projects. However, after cross-referencing, the inspection team identified 315 violations, totaling 260 hectares.

Among these, 68 cases involved the construction of homes, prefabricated houses, and other structures on protective forest land, which were not detected or handled promptly.

The inspection also determined that from 2019 to 2024, the Phu Quoc Protective Forest Management Board and Phu Quoc National Park failed to conduct forest inventories as required.

The two units also committed violations by contracting out 137 hectares of protective forest to 121 organizations, households, and individuals. The liquidation dossiers for 6 contracts were not in accordance with regulations, and new contracts were subsequently signed even though the contractors did not meet the specified criteria, procedures, and formalities.

These violations led to the improper establishment of plans for supporting crops and architectural structures, amounting to 800 million dong. The inspectorate recommended the recovery of this amount.

Additionally, nearly 1,8 hectares of land belonging to 4 households overlapped with the area for which a land use rights certificate had been issued to the Phu Quoc Protective Forest Management Board.

The inspection identified leaders of the Phu Quoc Protective Forest Management Board and Phu Quoc National Park as responsible for lax forest land management, failure to conduct inventories, inadequate review of contracting processes, and allowing numerous violations to occur. The Department of Natural Resources and Environment, along with other relevant units and individuals, were also deemed responsible.

The An Giang Provincial Inspectorate recommended reviewing and addressing the responsibilities of the involved collectives and individuals in accordance with regulations.
