34 regional social security agencies renamed as provincial offices

34 regional social security offices have been renamed as provincial offices, and district-level offices are now designated as local offices to align with the new administrative units.

Vietnam Social Security (VSS) recently issued an official document requesting 34 regional social security offices to change their names to provincial-level social security offices and update their official seals. The headquarters will be located in the respective provinces.

District, county, and town social security offices (collectively referred to as district-level) and inter-district offices will also be renamed as local social security offices for consistent identification and systematization. This reorganization of local offices will be completed by 30/9.

Provincial social security directors will assign local offices to implement social security, health insurance, and unemployment insurance policies, manage revenue and expenditure within their respective communes, wards, and special zones, and report data on natural land area, population, projected number of participants, and estimated revenue and expenditure within their jurisdictions.

Provincial social security offices are responsible for coordinating leadership, restructuring staff, and reallocating personnel across departments to meet operational needs. They will report these changes to VSS for review and approval. Non-managerial staff and those in professional departments may be reassigned to local offices to carry out their duties.

At the national level, VSS departments will advise and propose to VSS leadership the delegation of authority and application of information technology in accordance with digital transformation to ensure the effective operation of the three-tiered structure.

After streamlining, the social security system, from the national to the local level, now consists of three tiers: VSS at the national level, comprising advisory and professional units; 34 provincial units corresponding to 34 provinces and cities; and local social security offices.

VSS, under the Ministry of Finance, is responsible for implementing social security, health insurance, and unemployment insurance policies; managing and utilizing state extra-budgetary financial funds; conducting specialized inspections related to social security, unemployment insurance, and health insurance contributions; and collaborating with relevant ministries and sectors to develop and improve social security, health insurance, and unemployment insurance policies.
