Around 10:50 a.m. on 4/2, Mr. Pham Tuan Anh, 48, of Cau Giay, Hanoi, was driving a 7-seater car on the Hai Phong - Mong Cai expressway towards Mong Cai. As he reached Hai Hoa commune in Mong Cai City, his car collided with the rear of a street sweeper. The sweeper was operated by Mr. Nguyen Van Tuan, 62, of Ha Long City, and was traveling in the same direction ahead.

The impact crumpled the front of the 7-seater car, trapping Mr. Anh in the driver's seat. Rescuers freed him, and he was rushed to Van Don General Hospital with multiple injuries and facial abrasions. The street sweeper, owned by Cong ty Co phan Phat trien cong nghe va Moi truong, sustained damage to its rear.
The Highway Traffic Patrol Team, under the Traffic Police Department, responded to the scene to secure the area and manage traffic flow. Initial rapid tests confirmed that both drivers were not under the influence of alcohol or drugs.
The cause of the accident is currently under investigation.
