General Secretary: Prioritizing human development policies

General Secretary To Lam announced that the highest priority will continue to be given to human development policies, ensuring all citizens benefit from development achievements and that no one is left behind.

On the morning of 4/2, the Politburo and Secretariat met with former members of the Party Central Committee from various terms. General Secretary To Lam, State President Luong Cuong, Prime Minister Pham Minh Chinh, National Assembly Chairman Tran Thanh Man, and Permanent Member of the Secretariat Tran Cam Tu co-chaired the meeting.

Attending the meeting were former General Secretary Nong Duc Manh, former State President Truong Tan Sang, former Prime Minister Nguyen Tan Dung, and former National Assembly Chairmen Nguyen Van An, Nguyen Sinh Hung, and Nguyen Thi Kim Ngan.

Speaking at the gathering, General Secretary To Lam affirmed that the trust and encouragement from former leaders of the Party, State, Vietnam Fatherland Front, and former Party Central Committee members serve as a firm spiritual foundation. This support empowers the current generation of officials to continue steadily, fulfilling the responsibilities entrusted by the Party, State, and people.

According to the General Secretary, the 14th Party Congress reaffirmed a truth: the Party’s sound leadership is the decisive factor in all victories of the Vietnamese revolution. The Party’s reform agenda is correct, innovative, and aligned with both practical realities and global trends.

The Congress supplemented the theoretical framework of the reform agenda into the Party's ideological foundation, alongside Marxism-Leninism and Ho Chi Minh Thought, demonstrating steadfastness coupled with innovation. With a long-term vision, the Congress decided to review 40 years of implementing the Platform for National Construction during the transitional period. It also planned to summarize 100 years of the Party's leadership of the Vietnamese revolution (1930-2030) and set directions for the subsequent 100-year period (2030-2130).

The Party leader emphasized that the 14th Party Congress once again affirmed the high unity in will and action, primarily within the key leadership, the Politburo, the Secretariat, and the Party Central Committee. This unity extends throughout the entire Party and society, forming a crucial foundation to promote the strength of national great unity, driving the country's rapid and sustainable development in the coming period.

The 14th Party Congress set a determination to achieve the country's two 100-year goals through specific resolutions and actions. For Vietnam to become a developed, high-income country by 2045, growth rates must achieve two-digit figures continuously starting this year.

"This is a very challenging goal, but it is also an objective requirement, and a measure of the nation's mettle, will, and development aspirations," the General Secretary stated. He stressed that rapid growth must be sustainable, built on macroeconomic stability, and enhanced productivity, quality, and competitiveness of the economy. To achieve this, Vietnam must create strong breakthroughs in institutions, science-technology, innovation, and digital transformation. It must also develop strategic infrastructure and high-quality human resources, unlocking all societal resources.

To achieve these goals, the Politburo determined that the comprehensive understanding and implementation of the 14th Party Congress Resolution must be completed throughout the Party in Q1/2026. Furthermore, 2026 will see the institutionalization of new perspectives and core content from the 14th Congress documents.

According to the General Secretary, the 14th Party Congress also assessed that the reorganization and streamlining of the political system's apparatus and administrative units achieved strategic objectives, opening new development spaces for the country. The independent, self-reliant, multilateral, and diversified foreign policy continues to be affirmed. Relations with partners are deepening and becoming more substantive, while Vietnam's role, position, and international prestige are continuously enhanced.

Emphasizing that the highest goal of all policies is to continuously improve the material and spiritual lives of the people, the General Secretary stated that in the coming period, the highest priority will continue to be given to human development policies. This ensures that all citizens benefit from development achievements, persistently implementing a comprehensive and inclusive development approach, "leaving no one behind."

The General Secretary expressed that the Party, State, and people always appreciate and are grateful for the contributions of leaders and former leaders of the Party and State through various periods. Their encouragement, motivation, and sincere, frank, and responsible opinions serve as a spiritual resource, helping the 14th Party Central Committee, Politburo, and Secretariat refine policies and enhance the quality of leadership and direction.
