9 new national assembly committee leaders

On the afternoon of 6/4, the National Assembly passed a resolution to consolidate members of the National Assembly Standing Committee, while also electing nine leaders for its committees and the Ethnic Council for the 2026-2031 term.

According to the resolution, the National Assembly elected the Chairperson of the Ethnic Council and the chairpersons of the following committees: National Defense, Security and Foreign Affairs; Law and Justice; Economy and Finance; Culture and Society; Science, Technology and Environment; Deputy Affairs; Public Petitions and Supervision; and the Secretary General, Head of the National Assembly Office.

Lam Van Man, 56, Chairperson of the Ethnic Council, is from Can Tho and is of Khmer ethnicity. He holds a doctorate in economics and a bachelor's degree in law. He served as an alternate member for the two 11th and 12th terms, a Central Committee member for the two 13th and 14th terms, and a National Assembly deputy for the 15th and 16th terms.

He previously held positions as Vice Chairperson of the Soc Trang Provincial People's Committee, Chairperson of the Soc Trang Provincial People's Council, and Secretary of the former Soc Trang Provincial Party Committee. He was elected Chairperson of the 15th Ethnic Council by the National Assembly in mid-2025.

Le Tan Toi, 57, Chairperson of the Committee for National Defense, Security and Foreign Affairs, holds a doctorate in law from the People's Police Academy and is from Ca Mau. He is a Central Committee member for the 13th and 14th terms, a Senior Lieutenant General, a seconded Deputy Minister of Public Security, and a National Assembly deputy for the 14th to 16th terms.

He held various positions within the public security sector, including Director of Bac Lieu Provincial Public Security, Director General of the Organization and Personnel Department of the Ministry of Public Security, and Deputy Minister of Public Security. In 7/2021, he became Chairperson of the National Assembly's Committee for National Defense and Security. Following unit restructuring, he continued as Chairperson of the Committee for National Defense, Security and Foreign Affairs.

Phan Chi Hieu, 57, Chairperson of the Committee for Law and Justice, holds a doctorate in law and is from Ninh Binh. He is a Central Committee member for the 14th term and a National Assembly deputy for the 16th term.

He served in various capacities at the Ministry of Justice, including Deputy Head of the Ministry Office and Director of the Judicial Academy. He later became Rector of Hanoi Law University and Vice Chairperson of the Vietnam Lawyers' Association for the 2014-2019 term. He served as Deputy Minister of Justice from 2014, then as President of the Vietnam Academy of Social Sciences. He returned to the Ministry of Justice as Deputy Minister in 9/2025.

Phan Van Mai, 53, Chairperson of the Committee for Economy and Finance, is from Vinh Long. He is a Central Committee member for the 12th, 13th, and 14th terms, and a National Assembly deputy for the 15th and 16th terms.

He held positions as Deputy Secretary and Secretary of the Ben Tre Provincial Youth Union, then Permanent Deputy Secretary and Secretary of the Ben Tre Provincial Party Committee. In 6/2021, Mr. Mai was assigned as Permanent Deputy Secretary of the Ho Chi Minh City Party Committee. Two months later, he was elected Chairperson of the Ho Chi Minh City People's Committee. He has served as Chairperson of the Committee for Economy and Finance since 2/2025.

Nguyen Dac Vinh, 54, Chairperson of the Committee for Culture and Society, is from Nghe An. He is an alternate Central Committee member for the 11th term and a full member for the 12th to 14th terms, and a National Assembly deputy for the 13th to 16th terms.

He spent a significant period working at the Central Committee of the Ho Chi Minh Communist Youth Union, holding positions such as First Secretary of the Central Committee and President of the Vietnam National Union of Students. In 4/2016, he became Secretary of the Nghe An Provincial Party Committee. In 12/2019, he was Deputy Head of the Central Party Office. He has served as Chairperson of the former Committee for Culture, Education, Youth, and Children since 4/2021.

Nguyen Thanh Hai, 56, Chairperson of the Committee for Science, Technology and Environment, is from Hanoi. She is an Associate Professor and holds a doctorate in physics. She is a Central Committee member for the 12th to 14th terms and a National Assembly deputy for the 13th to 16th terms.

In 12/2015, she served as Chairperson of the National Assembly's Committee for Culture, Education, Youth, and Children. Six months later, she became Head of the Public Petitions Board under the National Assembly Standing Committee, a position she held until her appointment as Secretary of the Thai Nguyen Provincial Party Committee in 5/2020. In 6/2024, she became Head of the Committee for Deputy Affairs.

Le Quang Manh, 52, Secretary General and Head of the National Assembly Office, is from Hanoi. He holds a doctorate in economics and is a Central Committee member for the 13th and 14th terms, and a National Assembly deputy for the 15th and 16th terms.

During his tenure at the former Ministry of Planning and Investment, he held positions as Director General of the Foreign Economic Department, Director General of the Local and Territorial Economy Department, and Deputy Minister of Planning and Investment. He then served as Deputy Secretary of the City Party Committee and Chairperson of the Can Tho City People's Committee. In 9/2020, he became Secretary of the Can Tho City Party Committee.

From 5/2023, he served as Chairperson of the Finance and Budget Committee. When the National Assembly reorganized, he assumed the role of Permanent Deputy Chairperson of the Committee for Economy and Finance.

Nguyen Huu Dong, 54, Chairperson of the Committee for Deputy Affairs, is from Phu Tho. He is an alternate Central Committee member for the 12th term and a full member for the 13th and 14th terms, and a National Assembly deputy for the 15th and 16th terms.

He previously served as Head of the Phu Tho Provincial Party Committee's Internal Affairs Department and Deputy Secretary of the Phu Tho Provincial Party Committee, before being assigned as Deputy Secretary of the Son La Provincial Party Committee. From 9/2020, he held the position of Secretary of the Son La Provincial Party Committee. In 6/2024, the Politburo assigned him as Deputy Head of the Central Internal Affairs Commission.

In 9/2025, the National Assembly Standing Committee resolved to approve his appointment as Permanent Deputy Chairperson of the Committee for Deputy Affairs, and he has served as Chairperson since 10/2025.

Le Thi Nga, 62, Chairperson of the Committee for Public Petitions and Supervision, holds a master's degree in law and is from Ha Tinh. She is a Central Committee member for the 12th to 14th terms and a National Assembly deputy for seven terms, from the 10th to 16th.

She previously served as a Judge, Deputy Chief Judge of the former Thanh Hoa City People's Court, and Deputy Director General of the Legal Department, Office of the President. In 2007, she became Deputy Chairperson of the Judicial Committee and later Chairperson of the Judicial Committee. Following restructuring, she assumed the role of Permanent Deputy Chairperson of the National Assembly's Committee for Public Petitions and Supervision.

In addition to these nine committee leaders, two other individuals were elected to the 16th National Assembly Standing Committee: Hoang Duy Chinh, Permanent Vice Chairperson of the Ethnic Council, and Vu Hai Ha, Permanent Deputy Chairperson of the Committee for National Defense, Security and Foreign Affairs.

Two leaders from the 15th term's committees did not seek re-election: Hoang Thanh Tung, Chairperson of the Committee for Law and Justice, and Duong Thanh Binh, Chairperson of the Committee for Public Petitions and Supervision.
