Around 9 a.m. on 22/7, a task force from Waterway Division 1 discovered a capsized fishing vessel, QNg 92614-TS, on the Chanh River (Quang Yen ward, Quang Ninh province). The boat, captained by Tran Thanh Phap (residing in An Phu commune, Quang Ngai province), had been overturned by strong winds. 9 people were onboard at the time.
The task force dispatched the Grip vessel with 8 officers and soldiers to the scene. They rescued all crew members, bringing them safely to shore, and retrieved drifting belongings.

At 12:30 p.m., the coastal area near the Phat Diem Stone Cathedral in Ninh Binh province experienced thunderstorms, strong winds, and heavy rain.
At the base of the cathedral, waves continuously crashed against the shore, reaching heights of 4 to 5 meters.

Floodwaters reached chest-high levels in Van Loc commune, Thanh Hoa.
The National Center for Hydro-Meteorological Forecasting reported that at 11 a.m. on 22/7, the eye of Typhoon Wipha was over Hung Yen and Ninh Binh provinces. Maximum sustained winds near the center reached 74 km/h (level 8), with gusts reaching level 10. The typhoon continued to move west-southwest at a speed of 10 to 15 km/h.
Throughout the day and night, the typhoon was forecast to move diagonally toward Thanh Hoa province and weaken into a low-pressure area over Upper Laos.
From now until tomorrow, heavy rain is expected to concentrate in the southern part of the Northern Delta, Thanh Hoa, and Nghe An, with widespread rainfall of 100 to 200 mm and some areas exceeding 300 mm. The remaining areas in the Northern Delta and Ha Tinh will receive 20 to 50 mm of rain, with some areas exceeding 100 mm.
