Prime Minister Pham Minh Chinh issued a directive on 27/11, instructing the chairpersons of Dak Lak, Khanh Hoa, Gia Lai, and Lam Dong provinces to promptly review and compile statistics on households whose homes were destroyed, collapsed, or swept away and require rebuilding. They are also to identify households with severely damaged homes needing repair.
The four provinces must also calculate the total funds needed for repairing and building new homes for their residents. This calculation should specify the local capacity for self-balancing funds and the amount of central government support requested. These figures are to be submitted to the Government Office today for the Prime Minister's report.
Based on the local data, the Minister of Finance will propose using central budget funds and assign provinces and cities that contribute to the central budget to assist the four affected provinces in repairing and building new homes for residents. The goal is to ensure all flood-affected residents have adequate housing before the Lunar New Year 2026.
The Ministry of National Defense and the Ministry of Public Security are tasked with mobilizing forces to support residents in repairing and rebuilding their homes.

From 16-21/11, heavy rains and floods in the South Central Coast region resulted in 98 deaths and 10 missing persons. Dak Lak reported 63 deaths, Khanh Hoa 22, Lam Dong five, Gia Lai three, Hue and Da Nang two each, and Quang Tri one. The 10 missing persons were in Dak Lak (eight) and Da Nang (two). A total of 426 homes collapsed, primarily in Dak Lak, Gia Lai, and Khanh Hoa, with nearly 2,100 homes sustaining damage.
From 18 to 23/11, the government provided emergency aid of over 1.5 trillion VND to the four provinces. By 25/11, the Vietnam Fatherland Front had received over 2 trillion VND from organizations and individuals supporting the flood-affected areas. The Ministry of Finance also released 4,000 tons of national reserve rice: 1,000 tons for Lam Dong, 1,000 tons for Gia Lai, and 2,000 tons for Dak Lak.
Following an announcement from the Politburo, Hanoi provided 50 billion VND to Gia Lai, and TP HCM supported Khanh Hoa with 50 billion VND and various goods. Quang Ninh contributed 50 billion VND and 30 tons of goods to Lam Dong, along with 15 billion VND to Gia Lai, Dak Lak, and Khanh Hoa. Hai Phong supported Dak Lak with 40 billion VND, medical teams, and supplies.
Embassies and international organizations have provided and pledged 14.2 million USD in aid to the affected localities since Typhoon Bualoi.
