Central Committee discusses proposal to amend regulations on Party Charter implementation

The Central Committee discusses a proposal to amend and supplement regulations on the implementation of the Party Charter, along with various contents regarding Party building, innovating the development model, and perfecting institutions.

According to a communique issued by the Party Central Office on the afternoon of 21/7, the 3rd Plenum of the 14th Central Committee convened in a plenary session in the morning, under the direction of General Secretary and President To Lam, to discuss four key issues.

Discussions began with the draft regulation by the 14th Central Committee outlining prohibited actions for Party members, intended to supersede Regulation 37 issued in 2021. The Central Committee also reviewed a proposal to amend and supplement Regulation 20 issued in 2026 concerning the implementation of the Party Charter. Other agenda items included a proposal to innovate Vietnam's development model and a preliminary review of Resolution 18 issued in 2022. This resolution focuses on continuously innovating and perfecting institutions and policies, improving the effectiveness of land management and use, and aligning with proposed amendments to the Land Law and related legislation.

In the afternoon, the Central Committee convened in group sessions to discuss two proposals: one summarizing Resolution 36 issued in 2018 on Vietnam's sustainable marine economic development strategy until 2030, with a vision to 2045; and another summarizing Resolution 24 issued in 2013 on proactively responding to climate change, strengthening resource management, and environmental protection.

Tomorrow, the 3rd Plenum of the Central Committee will continue its third working day.

The current amendments to regulations governing the Party Charter's implementation are a preliminary phase for a more comprehensive revision of the Party Charter, anticipated for submission at the 15th National Congress. During the closing session of the 14th National Congress in January, Tran Cam Tu, Permanent Member of the Secretariat, announced that the 13th Central Committee had concluded a 15-year review of the Party Charter's enforcement. This review gathered nearly 4,2 million comments, with the majority endorsing the draft summary report. Many also proposed further research into supplementing and amending specific aspects of the Party Charter.

The 14th National Congress mandated the 14th Central Committee, Politburo, and Secretariat to guide the Party Charter Subcommittee. Their task is to fully incorporate delegates' feedback, complete the 15-year summary report on Party Charter implementation, and formulate guidelines for amending and supplementing the Charter immediately after the 14th National Congress. Concurrently, they are to research amendments and additions to the Political Platform for presentation at the 15th National Congress.
