The Party Central Committee is considering a significant restructuring of its advisory bodies, with discussions focusing on renaming the Central Propaganda and Mass Mobilization Commission to the Central Propaganda Commission. This change would also involve adjusting the commission's functions, shifting its advisory role on mass mobilization work to the Party Committee of the Vietnam Fatherland Front and other central mass organizations.

According to a press release from the Party Central Office issued on the afternoon of 23/7, the Central Committee deliberated five topics in the plenary session during the fourth working day of the 3rd plenum of the 14th Party Central Committee. The session was chaired by Permanent Member of the Secretariat Tran Cam Tu.

In addition to the organizational changes, delegates discussed several other key proposals. These included a project on building a disciplined, safe, civilized, harmonious, and developed society, a national security strategy project, and a project on establishing Quang Ninh and Bac Ninh as centrally-governed cities.

In the afternoon, the Central Committee met in groups to discuss various reports. These included a preliminary one-year review report on the overall organizational model of the political system and two-tier local government, a report on the socio-economic situation in the first six months and tasks for the last six months, and a report on Party building and the political system in the first six months and tasks for the last six months.

The Central Propaganda and Mass Mobilization Commission was established in 2/2025 by merging the Central Propaganda Commission and the Central Mass Mobilization Commission. This body serves as an advisory organ to the Party Central Committee, and directly and regularly to the Politburo and the Secretariat, on propaganda, mass mobilization, and Party building across political, ideological, and ethical aspects.

Currently, Trinh Van Quyet heads the Central Propaganda and Mass Mobilization Commission. The commission has 8 deputy heads: Pham Tat Thang, Ngo Dong Hai, Nguyen Quang Duc, Tran Thanh Lam, Trieu Tai Vinh, Phan Xuan Thuy, Vu Thanh Mai, and Dinh Thi Mai.

Tomorrow, the 3rd Central Committee plenum will enter its fifth working day and hold its closing session.
