Speaking at the plenum's opening, General Secretary To Lam stated that the issues discussed and decided at this Central Committee plenum are the "legal frameworks", "operational rules", "disciplinary principles", and "standards of conduct" to implement the Party's resolutions. This creates a solid foundation to realize the nation's two 100-year strategic goals.
The General Secretary emphasized that the plenum's agenda addresses numerous, extensive, and challenging matters. All these tasks require immediate and urgent action.

The Central Committee will discuss a range of topics, including: the full-term working program of the 14th Party Central Committee; working regulations of the Party Central Committee, the Politburo, and the Secretariat; regulations for implementing the Party Charter; regulations on Party inspection, supervision, and discipline; working regulations of the Central Inspection Committee; regulations on political and ideological work within the Party; and a review of key Central Committee resolutions on inspection, supervision, and preventing corruption, waste, and negativity.

The plenum will also consider personnel for state leadership positions for the 2026-2031 term. Additionally, it will provide input on the five-year socio-economic development plan for 2026-2031, the national financial plan, and the medium-term public investment plan for this period.
The plenum is expected to run until 27/3.
