According to To Lam, the second Central Committee meeting occurs amidst rapidly changing global and regional situations. Strategic competition among major powers is intensifying, and conflicts across geopolitical, geo-economic, technological, energy, supply chain, data, and market domains are profoundly altering national development environments.
Domestically, after the successful 14th Congress and the elections for the 16th National Assembly and People's Councils for the 2026-2031 term, the country faces significant opportunities for breakthroughs. However, it also confronts high demands: innovating the growth model, perfecting institutions, improving cadre quality, reorganizing development space, and mobilizing all resources for development.
Emphasizing four key requirements, Party General Secretary To Lam stated that this meeting lays the operational foundation for the entire term. The full-term work program, working regulations, Party Charter implementation rules, inspection, supervision, and disciplinary regulations, ideological work, coordination mechanisms, and key personnel for the state apparatus form the organizational structure. These elements guide power, uphold principles, and control power, promoting democracy while strictly maintaining discipline.
The Party General Secretary called for a deep understanding of innovating the Party's leadership methods. This aims to enhance the Party's governing and implementation capacity, combat strength, and prestige. Leadership must feature better strategic vision, more synchronized institutions, stricter inspection and supervision, accurate cadre selection, and quicker policy responses to changes.

Party inspection, supervision, discipline, and the prevention and combat of corruption, waste, and negativity are crucial. These actions are prerequisites for maintaining public trust, ensuring Party-wide discipline and unity, and tightly controlling power. Reviews of resolutions in this area must be "resolutely, frankly, scientifically, practically, and humanely" conducted, clarifying results, limitations, and gaps for timely improvement.
To Lam affirmed that Party building must align with national development and improving people's lives. All Central Committee regulations, policies, and decisions must aim to strengthen the Party, achieve faster and more sustainable national development, improve public service, enhance resource mobilization, and ensure the goals for 2030 and 2045 are realistic.
The five-year socio-economic development plan for 2026-2031, the national financial plan, and the medium-term public investment plan for the same period require strategic thinking. This approach will foster autonomy, drive growth, create new development space, allocate resources effectively, and mobilize all resources for progress.
The Party leader emphasized the need to identify methods for achieving GDP growth of over 10% throughout the 2026-2031 term and beyond. "The urgent issues now are combating economic crisis and conflict. Preventing these two threats is a prerequisite for us to succeed in national development today and in the future," the Party General Secretary stated.
According to him, the meeting's agenda is extensive and challenging, requiring immediate action. Beyond the full-term work program, working regulations, and Party inspection, supervision, and discipline rules, the Central Committee will also consider personnel for state agency leadership for the 2026-2031 term. They will provide input on the five-year socio-economic development plan for 2026-2031, the national financial plan, the medium-term public investment plan for 2026-2031, and other critical issues.
"These are the tasks of the Party, the nation, and the people; these decisions relate to the quality of institutions, the apparatus, cadres, governance, and national development in the new period," Party General Secretary To Lam said.
