Vietnam Social Security is synchronizing and sharing medical examination data from its management system, integrating it with periodic health check-up and screening results provided by healthcare facilities to establish a personal health database.
Developed and managed by the Ministry of Health, this personal health database oversees citizens' periodic health check-ups and screenings. It generates data for the electronic health book integrated into VNeID, manages citizens' health throughout their lifespan, and supports the ministry's policy planning.
The electronic health book allows citizens to look up information about their hospital visits, updated with each new examination. Retrievable data is displayed annually, including the healthcare facility visited, diagnosis, admission and discharge dates, medications administered, prescriptions, and any surgeries or procedures performed. Beyond the digital record, users can also view referral forms, follow-up appointment slips, and pharmacy information.

Medical records, essential for professional use, encompass personal information, examination results, paraclinical findings, functional exploration results, the diagnosis, treatment, and care process, along with other relevant details from a patient's treatment at a healthcare facility.
Healthcare facilities are responsible for updating periodic health check-up and screening data, linking it to the personal health database within 24 hours of completing an examination session. All data generated before 31/5 must be fully synchronized by 15/7.
By the end of 2025, Vietnam aims for 21,5 million people to participate in social security, covering 45% of the working-age population. The national health insurance participation rate currently stands at 95% of the population. According to Vietnam Social Security, this data interconnection between the two sectors empowers citizens to easily access health information, streamlining administrative procedures for medical examination and treatment.
