Minister of Construction Tran Hong Minh has voiced his support for Ninh Binh province's proposal to construct an international airport. During a working session with Ninh Binh province on July 25 regarding the planning and investment for several transportation projects, the minister acknowledged the province's thriving tourism sector, especially spiritual tourism, with popular destinations like Trang An, Bai Dinh, Tam Chuc, and Den Tran.
Ninh Binh attracts a large number of domestic and international tourists annually. Currently, visitors arriving from Noi Bai international airport (Hanoi), Gia Lam airport (Bac Ninh), Cat Bi international airport (Hai Phong), Tho Xuan airport (Thanh Hoa), or Vinh international airport (Nghe An) face journeys of 80 to 150 km. A new level 4E airport capable of accommodating larger aircraft like the B787, B777, and A350, would facilitate travel, especially for international visitors, and stimulate economic growth.
Minister Minh encouraged Ninh Binh province to focus not only on airport development but also on leveraging the surrounding infrastructure, land, and commercial services to maximize land resources, contribute to socio-economic development, and improve the lives of local residents. He also advised the province to explore mechanisms to attract investors for greater economic efficiency and a better living environment.

Minister Minh urged relevant agencies and consulting units to collaborate closely with local authorities, considering factors such as national security, wind direction, and airspace when planning the airport.
The Civil Aviation Authority of Vietnam has been tasked with incorporating the Ninh Binh international airport project into the master plan for national airport system development from 2025-2030, with a vision to 2050.
During the working session, Truong Quoc Huy, Secretary of the Ninh Binh Provincial Party Committee, proposed that the Ministry of Construction consider and report to the government on the construction of Ninh Binh international airport, a deep-water port in the Ninh Co economic zone, and several key roads passing through the province.
The proposed site for Ninh Binh international airport is in Liem Tuyen ward. This location offers convenient access to major transportation hubs in the north, including airports, railway stations along the north-south high-speed railway, and other economic and social centers within and outside the province.
The airport is planned to meet the International Civil Aviation Organization (ICAO) level 4E standards with two runways. The planned area is approximately 720 ha, with an initial design capacity of 10 million passengers per year and provisions for future expansion.
