The government recently issued Decree 218, amending and supplementing certain articles of Decree 158 of 2024, which regulates road transport activities.
Accordingly, from 1/1/2028, contract passenger transport businesses must connect and share data on passenger transport contract details with the Traffic Police Department (Cuc CSGT), Ministry of Public Security, before commencing any trip.
Data from the Cuc CSGT system will be utilized for patrol, control, and other relevant operational tasks. It will also be shared with the Vietnam Road Administration, the General Department of Taxation, the General Department of Vietnam Customs, and the Department of Construction to serve state management functions according to their respective duties.

Additionally, the new decree introduces amendments and additions aimed at tightening the management of contract vehicles, while also adding regulations prohibiting picking up and dropping off passengers at fixed enterprise locations.
Accordingly, contract passenger transport businesses are not allowed to confirm individual passenger bookings, sell tickets, collect money, or set fixed routes or schedules to serve multiple passengers or different transport hirers.
Business vehicles are not permitted to pick up or drop off passengers at head offices, branch offices, representative offices, or at any other fixed location rented or used in business cooperation by the transport business, or on city streets.
