According to the plan, the vehicle bans and restrictions will be in effect during specific hours: 7:30 am-8:30 am, 10:30 am-12:00 pm, 1:00 pm-2:30 pm, and 4:00 pm-6:00 pm on both June 24 and 25.
During these periods, trucks with a total mass of 1.5 tons or more and passenger vehicles with 16 seats or more are prohibited. Exceptions include buses, garbage collection vehicles, emergency response vehicles, security detail vehicles, police and military vehicles, and other priority vehicles.
The affected routes for these bans and restrictions include: Kim Ma, Nguyen Chi Thanh, Tran Duy Hung, Pham Hung (the section from Me Tri to Thang Long Avenue), Do Duc Duc, Mieu Dam, the Ring Road 3 elevated section (from Ho Tung Mau to Thanh Tri Bridge and vice versa), and the Thang Long Avenue service road (the section from Pham Hung to Provincial Road 70 overpass).

Hanoi police have also established diversion routes for vehicles traveling from eastern provinces such as Hai Phong, Hung Yen, and Bac Ninh to northern and northwestern provinces. These vehicles should follow the Thanh Tri Bridge - Hanoi - Bac Giang Expressway - National Highway 18 route, and vice versa.
Vehicles from eastern provinces heading to western and northwestern provinces are advised to use the Thanh Tri Bridge - Do Muoi - Ngoc Hoi - Phan Trong Tue - Buou Bridge - Phuc La - Van Khe - Le Trong Tan - National Highway 6 route, and vice versa.
Traffic approaching Thang Long Avenue from Vo Van Kiet and Thang Long Bridge should take the Pham Van Dong - Ho Tung Mau - Cau Dien - National Highway 32 - Provincial Road 70 route, and vice versa.
The 13th Ho Chi Minh Communist Youth Union National Congress will take place at the National Convention Center on June 24 and 25. It will bring together 786 delegates representing over 21.6 million youth union members nationwide.
