At the 24th session of the 10th Da Nang People's Council on 23/6, council chairman Ngo Xuan Thang announced that Mr. Chinh had submitted his voluntary retirement application. This decision was made to facilitate personnel arrangements following the merger, and has been approved by the Central Committee and the Standing Committee of the City Party Committee.
According to Mr. Thang, during his 5 years as chairman, Mr. Chinh demonstrated decisive leadership, achieving significant results in socio-economic development, resolving obstacles, promoting investment, and ensuring social security. He played a particularly crucial role during the peak of the pandemic and in disaster relief efforts.

Speaking at the final session of the People's Council before the merger, Mr. Chinh highlighted the city's effective pandemic control, rapid economic recovery, and exceeding budget revenue targets. He noted positive developments in tourism, startups, digital transformation, and a boost in public investment with several major projects gaining momentum.
The city has focused on breakthroughs in digital transformation, building a smart city, and promoting startups, leading to the formation of software park areas. Significant investments in healthcare, education, and culture have yielded substantial achievements. Decentralization and empowerment have been strengthened, emphasizing the role of leadership, and progress has been made in addressing citizen petitions, though some backlog remains. The city has attracted international investment and cooperation, welcoming strategic investors in high technology, semiconductor chips, the Lien Chieu port, and the free trade zone. Da Nang has also proactively proposed special policies to the Central Committee to create new development momentum.
However, Mr. Chinh also acknowledged the city's limitations, such as its economic scale not meeting expectations, delays in key projects, a backlog of citizen petitions, and ongoing issues with site clearance. He expressed gratitude to leaders at all levels, organizations, businesses, and citizens for their support. He also thanked his colleagues for their collaboration, especially during challenging times.

Born in 1969 in Hoa Vang district (Da Nang), Mr. Chinh holds a Doctorate in Educational Management and a Bachelor's degree in Mathematics Education. He has served as principal of Le Quy Don Specialized High School, Director of the Department of Education and Training, Secretary of the Ngu Hanh Son District Party Committee, and Vice Chairman of the Da Nang People's Committee. He assumed the chairmanship in 12/2020, during the city's second wave of the Covid-19 pandemic.
Also taking early retirement is Le Van Trung, Chairman of the Vietnam Fatherland Front Committee of Da Nang City. Born in 1965, Mr. Trung holds a Master's degree in Construction Engineering and has served as Director of the Department of Transportation and Head of the City Party Committee's Mass Mobilization Committee.
