On 28/7, the Secretariat reviewed a proposal from the Central Inspection Committee and concluded that Hoang Trung, deputy minister of agriculture and environment; Duong Thanh Trung, former deputy secretary of the Provincial Party Committee and chairman of the Provincial People's Committee of Bac Lieu province; Do Truong Giang, director of the Department of Industry and Trade of Lao Cai; Nguyen The Minh, former secretary of the Binh Lieu Commune Party Committee and secretary of the Quang Ninh Provincial Youth Union; and Nguyen Phuong Thao, former secretary of the Quang Ninh Provincial Youth Union, had all shown degradation in political ideology, ethics, and lifestyle. They also violated Party regulations, State laws, rules on what Party members are not allowed to do, and the responsibility to set an example.

According to the Secretariat, the violations by these individuals caused very serious consequences, angered public opinion, and severely damaged the reputation of Party organizations, localities, agencies, and working units.

The Secretariat decided to expel Hoang Trung, Duong Thanh Trung, Do Truong Giang, Nguyen The Minh, and Nguyen Phuong Thao from the Party. It also requested functional agencies to promptly implement administrative disciplinary measures consistent with Party discipline.

Hoang Trung is 57 years old, from Yen Bai, and holds a doctorate. In 6/2023, he was appointed deputy minister of agriculture and rural development. After the Ministry of Agriculture and Rural Development merged with the Ministry of Natural Resources and Environment, he assumed the position of deputy minister of agriculture and environment from 2/2025.

Previously, he worked at the Ministry of Agriculture and Rural Development in various roles, including specialist, deputy head of department, head of the Plant Quarantine Department, deputy director, and director of the Plant Protection Department.
