Ha Quang Trung, 49, is from Hung Yen. He holds a bachelor's degree in finance and credit and a master's in business and management. He previously held important positions in Dien Bien, including director of the Department of Finance, city Party Committee secretary and chairman of the People's Council of Dien Bien Phu City, deputy head of the Provincial Party Committee's Organizing Committee, and deputy secretary of the Provincial Party Committee.
A day earlier, Le Van Luong, chairman of the Lai Chau Provincial People's Committee, was assigned by the Secretariat to serve as deputy secretary of the Dien Bien Provincial Party Committee.

Lai Chau is a mountainous province in the Northwest region, bordering Yunnan (China), Lao Cai, Yen Bai, Dien Bien, and Son La. It spans about 9,000 square kilometers and has a population of nearly 500,000. The province shares over 265 km of border with China and is home to the Ma Lu Thang national border gate.
The provincial Party Congress in mid-October set a goal for Lai Chau to achieve a medium development level among northern midland and mountainous provinces by 2030, and a national average level by 2045.
Last week, several provinces and cities continued to adjust key personnel in line with the Politburo and Secretariat's policy of appointing non-local individuals as provincial People's Committee chairmen.
