According to the national assembly office, Mr. Duy had previously submitted a resignation letter. Based on the opinions of competent authorities and a report from the standing committee of the delegate work committee, the standing committee of the national assembly discussed, voted by secret ballot, and issued a resolution approving the dismissal.
Two days prior, minister of agriculture and environment Do Duc Duy received a warning from the politburo for violations during his tenure in Yen Bai, which resulted in serious consequences. Subsequently, the president temporarily suspended Mr. Duy from his position as minister of agriculture and environment for the 2021-2026 term, pending review and dismissal by the 15th national assembly.
Mr. Duy was found to have violated the principles of democratic centralism and working regulations; violated party regulations on conduct and exemplary behavior. These violations caused serious consequences, created negative public opinion, and damaged the prestige of the party organization and the agencies where he worked.

Mr. Duy, 55, originally from Thai Binh province (now Hung Yen), holds a master's degree in construction. He worked as a structural engineer, a lecturer at Hanoi architectural university, and later at the ministry of construction, holding various positions: specialist, deputy head of the personnel organization department, head of the ministry office, and deputy minister of construction from 2015 to 2017.
In 2017, he was transferred to the position of chairman of the Yen Bai provincial people's committee, and then served as the provincial party secretary from 2020. Mr. Duy worked in Yen Bai for 7 years before being approved by the national assembly as minister of natural resources and environment in 8/2024. Six months later, he assumed the position of minister of agriculture and environment—a newly formed ministry created by merging the ministry of natural resources and environment with the ministry of agriculture and rural development.
