Driver explains "not fully awake" after driving wrong way on expressway

Driver Phan Minh Duc, who drove a truck against traffic on the Ham Nghi - Vung Ang expressway, claimed he was "not fully awake", leading to a 35 million VND fine and a 10-point deduction from his driver's license.

On the afternoon of 21/5, Traffic Police Team No. 4, part of the Traffic Police Department, issued an administrative penalty to Phan Minh Duc, 27, from Son La province. He faced sanctions for driving against traffic on the Ham Nghi - Vung Ang expressway, as stipulated by Decree 168/2024.

Duc told police that on the same day, at 6:30, he departed from a rest stop on the Ham Nghi - Vung Ang expressway in Cam Hung commune. Still feeling groggy, he mistakenly drove southbound instead of northbound. Another vehicle's dashcam captured the incident.

Duc admitted to the violation, acknowledging the high risk of traffic accidents his actions posed. He pledged to be more careful in the future. Subsequent tests confirmed he was not under the influence of alcohol or drugs.

The Ham Nghi - Vung Ang expressway spans nearly 54 km and cost over 9,700 billion VND to build. Construction started in 2023, and the entire route became operational on 28/4. Its first phase has four lanes, with speed limits set at 90 km/h maximum and 60 km/h minimum.
