Driver fined for obstructing ambulance carrying critically ill patient

A 7-seater car driver who failed to yield to an ambulance on National Highway 4C will face a fine and license point deductions.

On 17/7, Tuyen Quang Provincial Police announced they have sufficient grounds to fine a 56-year-old driver, residing in Quyet Tam village, Dong Van commune, Tuyen Quang province, for failing to yield to a priority vehicle. Under Decree 168, the driver could face a fine of 6-8 million VND and a deduction of 4 points from their driver's license. The incident involved an ambulance transporting a stroke patient, though police clarified the patient's death was due to their severe condition, not the traffic obstruction.

A video segment recorded the incident on the evening of 15/7. Video: Van Hung

The incident occurred on the evening of 15/7 when Nguyen Van Hung was driving an ambulance from Meo Vac Regional General Hospital. He was transporting a stroke patient for emergency treatment at Ha Giang General Hospital. While traveling on National Highway 4C, through Yen Minh commune, the ambulance activated its emergency lights and siren, signaling to pass a 7-seater car.

However, the 56-year-old driver of the 7-seater car did not yield immediately. The ambulance was only able to pass after approximately four to five minutes, covering a distance of about 2 km. The ambulance driver, Hung, stated that it was raining, and the road was narrow and slippery, making it impossible for him to overtake the car during this delay.

Frustrated by the 7-seater car driver's behavior, Hung asked a patient's family member, who was in the front passenger seat, to record the incident. The video was subsequently uploaded to social media platforms, drawing public attention to the driver's conduct.

According to information from health authorities and the patient's family representative, approximately 10 minutes after finally passing the obstructing vehicle, the patient's condition deteriorated significantly. The emergency medical team contacted hospital leadership, who instructed them to continue resuscitation and notify the family. The patient's family subsequently decided not to continue the transfer and instead returned the patient to Meo Vac. The patient died on the way home.

Tuyen Quang Provincial Police clarified that the patient's death was due to the severity of their illness, not because the car failed to yield, contrary to information shared on social media. Police emphasized the importance of traffic safety, advising the public to strictly comply with regulations on yielding to priority vehicles displaying emergency signals while on duty.
