Around 10:14 a.m. on 22/6, Le Viet Hoan, 44, from Pho Yen City, Thai Nguyen, was driving on Ly Nam De Street when he suddenly pulled over to use drugs. His 16-year-old daughter was in the back seat.
Afterward, Hoan continued driving towards Dong Tien - Ba Hang. Near Ba Hang, his car hit a vehicle with license plate 20LD driven by a South Korean national, then collided with another car, license plate 20A, stopped in the opposite lane. Having lost control, Hoan accelerated, pushing the 20A vehicle backward.
Witnessing the erratic behavior, the driver of a black 7-seater swerved to block Hoan's car and prevent further accidents. Bystanders broke the windshield to extract Hoan and his daughter. Hoan was nearly unconscious, still clutching a syringe. A doctor at the scene performed CPR, reviving him.
On 22/6, the Traffic Police Department reported that after regaining consciousness, Hoan was taken into custody by the Thai Nguyen Provincial Police Traffic Police Department, in coordination with the Dong Tien and Ba Hang ward police (Pho Yen City). Hoan admitted to using drugs and driving under the influence.
Authorities transferred Hoan to the Dong Tien and Ba Hang ward police for mandatory drug rehabilitation procedures.
