Decree 164/2025, regulating electronic transactions in social insurance and the National Database on Insurance, took effect on 1/7.
The Ministry of Finance electronically creates the electronic social insurance book, containing the same information as the paper version. This includes personal details, contributions, benefits, claim settlements, and other necessary information.
The electronic book will be integrated with the user's VNeID account and stored and updated regularly on the system. It will be issued by 1/1/2026.
For individuals under the Ministry of National Defense and the Ministry of Public Security, the electronic book will be created, integrated, and managed on their electronic identification accounts by their respective ministries. This regulation aims to protect state secrets in national security, defense, and social order.

The decree also stipulates that electronic transactions in social insurance are not limited by administrative boundaries. Agencies, organizations, and individuals conducting these transactions do not need to provide documents with information already available on the National Public Service Portal, national databases, or specialized databases.
The Ministry of Finance manages the National Database on Insurance. This database includes:
Basic personal data: full name, date of birth, gender, personal identification number or passport, ethnicity, nationality; place of birth registration; hometown, place of permanent residence; full names and identification numbers or passports of parents, spouse, and legal representatives.
Citizen contact information.
Household information: Address and list of household members.
Social insurance information: Social insurance number; management unit code; managing social insurance agency; insurance category, payment method, contribution and benefit history, and tax code.
Health insurance information: Health insurance number, benefit level, registered primary healthcare provider, effective and expiry dates of the card, date of reaching 5 consecutive years of coverage, card retrieval or suspension (if any); contribution and benefit history; and medical examination and treatment data.
Voluntary unemployment insurance information: Contribution and benefit history, and retained contribution period for calculating benefit entitlement.
Employer information: Name; enterprise code/establishment decision number; tax code, organization identification number; head office address; business lines or fields of operation; phone number, email; and enterprise type.
The Ministry of Finance will use data from the National Database on Insurance for specialized operations in this field. By 1/1/2027, the Ministry must ensure the necessary conditions for electronic transactions in social insurance.
Agencies, organizations, and individuals can access and use their own information. To access another person's information, they must obtain consent as per the law.
Nationwide, over 621,000 businesses conduct electronic transactions with social insurance agencies, over 36 million accounts use VssID, and there have been over 5.5 million instances of using VssID profile pictures for medical procedures.
The social insurance system has verified over 98.5 million demographic information records with the National Population Database, including approximately 88.5 million people participating in and benefiting from social, health, and unemployment insurance policies.
