The Ministry of Culture, Sports and Tourism recently issued a code of conduct for cultural behavior in the digital environment. This code mandates that all individuals and organizations operating online must comply with Vietnamese law, respect the rights and legitimate interests of others, and behave civilly. It also emphasizes preserving cultural identity, ethical values, and national traditions.
Online participants are encouraged to respect and promote positive cultural values, adhering to social ethical standards and cultural diversity, including regional, ethnic, and religious differences. Each individual is accountable for their online actions and must cooperate with authorities when encountering illegal or offensive content.
For individuals, the code advises users to use their real names or legally owned brands when engaging in online activities. When sharing images or information about others, users must adhere to personal data protection and child protection regulations. They should also exercise caution before publicly disclosing personal data on digital platforms.
The code stresses caution when encountering unverified information. Users should share reliable content from clear sources that offer positive and useful value to the community. Individuals who identify fake news or misinformation are responsible for reporting it to the service platform or authorities for prompt action.
If posting content to warn about fake news or illegal information, the post should include clear warning signs, such as a red diagonal cross, to indicate its cautionary nature.
Furthermore, the code requires users to respect intellectual property rights for digital products online. During discussions or debates, individuals must maintain a respectful attitude, use polite language, and avoid insulting, attacking, slandering, or defaming others. Posted content must not incite violence, hatred, or discrimination based on gender, region, ethnicity, or religion.
For social media influencers, the code emphasizes the importance of actively creating and disseminating positive content, thereby preserving and promoting Vietnamese culture on digital platforms. These individuals should lead by example in legal compliance, foster healthy lifestyles, and refrain from endorsing behaviors that contradict good customs and traditions.
When advertising online, influencers must clearly disclose sponsored or promotional content to their audience. They must ensure that all information is truthful, aligns with published materials, and avoids promoting products or services prohibited by law.
For organizations and businesses, the code mandates the use of official agency names or legal brands when operating in the digital sphere. Communication, promotion, and advertising activities must be transparent. Additionally, organizations need clear and prompt mechanisms for receiving and addressing feedback or complaints regarding products and services.
Organizations and businesses must ensure that all online information is accurate, verified, and does not spread fake news, illegal content, or immoral material. Particular attention should be paid to avoiding information that could harm children or vulnerable groups.
These entities must also respect user privacy and protect personal data, complying with all relevant legal regulations for data storage and processing. They should actively disseminate positive, creative, and valuable content to the community, helping to promote Vietnam's image and people.
Upon discovering illegal online content, agencies, organizations, and businesses are responsible for notifying service providers or authorities for prompt resolution.
