Construction of road connecting Gia Binh airport with Hanoi under urgent order

The prime minister has approved the construction of a road connecting Gia Binh airport with Hanoi, specifically the section passing through Bac Ninh province, as an urgent project.

On 11/3, the Government Office sent a document to the Minister of Public Security and the Chairman of the Bac Ninh Provincial People's Committee, conveying the aforementioned directive from Prime Minister Pham Minh Chinh.

The government leader assigned Bac Ninh province full responsibility for implementing the project, ensuring timely completion to serve the APEC 2027 Conference. Project implementation must be cost-effective, enhance investment efficiency, and prevent waste, negativity, corruption, group interests, delays, or profiteering through illegal collusion or bid-rigging.

The Ministry of Construction will guide Bac Ninh province on project implementation procedures. Should any issues arise during the project that deviate from current legal regulations, relevant agencies will coordinate with the locality to report to competent authorities for consideration and decision.

Construction under an urgent order is a special mechanism that allows projects to streamline certain procedures, such as appraisal and bidding, to accelerate progress in urgent situations. With this mechanism, preparation and construction can proceed concurrently as decided by competent authorities, while still ensuring legal requirements, quality, and management responsibility.

The entire road connecting Gia Binh airport with Hanoi spans 41,316 km, with an estimated total investment of 83 trillion VND. Once completed, it will be a vital transport route at the capital's northeastern gateway, providing the shortest and most modern connection from Gia Binh airport to central Hanoi.

The section passing through Hanoi is 13,55 km long, with a total investment of 32.97 trillion VND. It is being built under a public-private partnership (PPP) model and broke ground in late 2025. The project includes 7 km of new construction and 6,55 km that will coincide with existing expressways, which will be upgraded and expanded to 120 m.

The section through Bac Ninh province is approximately 27,766 km long, designed as a 10-lane expressway with a speed limit of 120 km per hour. This section is also being invested in via a PPP model. Parallel roads along both sides will feature 4 lanes with a maximum speed of 80 km per hour. The preliminary total investment is 50 trillion VND.

In mid-12/2025, the National Assembly approved the investment policy for Gia Binh international airport, located in the communes of Gia Binh, Luong Tai, Nhan Thang, and Lam Thao in Bac Ninh province. The airport will be built to the International Civil Aviation Organization's 4F standard, capable of serving approximately 30 million passengers and 1,6 million tons of cargo annually by 2030; and around 50 million passengers and 2,5 million tons of cargo by 2050.

The total investment capital is approximately 196.37 trillion VND, comprising 141.23 trillion VND for phase one and 55.14 trillion VND for phase two. This capital will come from investors, including equity and legally mobilized funds. The project is expected to act as a growth pole for eastern Hanoi and meet the air transport demands of the Northern Key Economic Region.
