The Politburo issued regulations on 8/9 outlining the list of positions, position groups, and leadership roles within the political system.
The 5 key Party and State leadership positions include: General Secretary, President, Prime Minister, National Assembly Chairperson, and Permanent Member of the Secretariat. Compared to the 2022 regulations, the position of Permanent Member of the Secretariat has been elevated from the senior leadership group to the key leadership group.

Senior leaders of the Party, State, and Vietnam Fatherland Front now include the Chairman of the Central Inspection Committee; Head of the Party Central Committee's departments; Chief of the Party Central Office; and Director of the Ho Chi Minh National Academy of Politics.
This group also includes positions as stipulated in 2022: Members of the Politburo; Members of the Secretariat; President of the Vietnam Fatherland Front Central Committee; Vice President; Deputy Prime Minister; Vice Chairperson of the National Assembly; Chief Justice of the Supreme People's Court; and Chief Procurator of the Supreme People's Procuracy.
Level 1 leadership positions managed by the Politburo include members of the Party Central Committee; Deputy Chairman of the Central Inspection Committee; Deputy Head of Party Central Committee's departments; Deputy Chief of the Party Central Office (who is a member of the Central Committee); members of the National Assembly Standing Committee; and the State Auditor General.
Ministers and heads of ministerial-level agencies; Director of the Presidential Office; Vice President and General Secretary of the Vietnam Fatherland Front Central Committee; Vice President of the Vietnam Fatherland Front Central Committee who is the head of a central socio-political organization; Editor-in-Chief of Nhan Dan newspaper and Cong San magazine; Provincial Party Secretaries and Municipal Party Secretaries; Deputy Party Secretaries of 4 Party Committees directly under the Central Committee; Deputy Party Secretaries of Hanoi and Ho Chi Minh City Party Committees who are members of the Central Committee; and Chairpersons of the People's Councils and People's Committees of Hanoi and Ho Chi Minh City also fall under the management of the Politburo, Level 1.
Level 2 leadership positions managed by the Politburo include Deputy Chairman of the Central Inspection Committee (who is not a member of the Central Committee); Presidents of the Vietnam Academy of Social Sciences and Vietnam Academy of Science and Technology; and General Directors of the Vietnam News Agency, Voice of Vietnam, and Vietnam Television.
Leadership positions managed by the Secretariat are divided into 3 levels; the framework for leadership positions managed by Party committees, Party organizations, and leaders of agencies and units comprises 10 levels.
Defining the positions, position groups, and leadership roles within the political system provides a basis for consistent personnel work and management. This serves as an important foundation for determining salaries and allowances for leaders and managers in the political system. It also provides a basis for Party committees, Party organizations, agencies, and units under the Central Committee to develop lists of positions, position groups, and leadership roles under their management.
