According to the Funeral Committee, he passed away at 14h on 26/4 (which was the 10th day of the 3rd lunar month in the Year of Binh Ngo) at his residence on Huyen Tran Cong Chua Street, Ban Thach Ward, Da Nang City.
The visitation ceremony began at 9h on 27/4, with the memorial service held at 16h on 29/4. The funeral procession took place at 8h on 30/4, followed by cremation at An Phuoc Vien Crematorium in Da Nang City.
A 16-member Funeral Organizing Committee was established, led by Le Ngoc Quang, secretary of Da Nang City Party Committee and a member of the Party Central Committee.
Born in 1953 in Tam Xuan Commune, Nui Thanh District, former Quang Nam Province, Vu Ngoc Hoang held significant positions throughout his career. These included member of the 10th and 11th Party Central Committees, secretary of Quang Nam Provincial Party Committee, and standing deputy head of the Central Propaganda Department.

During his lifetime, Vu Ngoc Hoang was known for his concerns regarding Party building, especially in refining mechanisms for power control and cadre work. He emphasized the need to select and utilize officials based on their competence, work efficiency, and fair competition.
He frequently highlighted the exemplary role of leaders, arguing that the leadership team should maintain integrity, uphold responsibility, and actively innovate management methods to enhance the operational effectiveness and efficiency of the apparatus.
In his contributions, he also underscored the relationship between innovation and power control, advocating for improved oversight mechanisms to ensure power is exercised according to regulations and linked with accountability. Beyond institutional factors, he emphasized the role of public service ethics as a foundation for building an honest cadre, thereby strengthening public trust.
During his work in the Central region, he participated in the preparatory phase for the separation of Quang Nam and Da Nang provinces in 1997, contributing to the establishment of Da Nang City as a centrally-governed municipality, enabling the two localities to develop according to their distinct orientations.
He was awarded by the Party and State with: the 30, 40, and 45-year Party membership badges; the second-class Independence Order; the second-class and third-class Labor Orders; the "For the Cause of Mass Culture" Medal; the "For the Cause of Labor - Invalids and Social Affairs" Medal; the "For the Cause of Vietnam Inspectorate" Medal; the "For the Cause of Traditional Medicine" Commemorative Medal; the "For the Cause of Social Insurance" Commemorative Medal, and numerous other commendations and certificates of merit.
