The Dien Bien provincial party committee held a ceremony on the afternoon of 1/7 to announce the decision by the politburo.
Mr. Dung's appointment comes one day after the nationwide announcement of new local government leadership structures. As part of this restructuring, Vinh Long province merged with Ben Tre and Tra Vinh to form the new Vinh Long province, with Ngo Chi Cuong serving as party chief.
Mr. Dung, 50, is a native of Nam Dinh (now Ninh Binh). He holds a master's degree in law and has over 20 years of experience in the justice sector. He has held various positions at the Ministry of Justice, starting as a specialist, then serving as secretary to ministry leaders, secretary to the minister, deputy head of the secretariat serving ministry leaders, and deputy chief of office. In 2016, he was appointed deputy minister of justice.

In early 2019, Mr. Dung served as deputy secretary of the Lai Chau provincial party committee, and was subsequently elected chairman of the Lai Chau People's Committee, a position he held for the 2021-2026 term. In 5/2023, he was reassigned as deputy minister of justice, and in 1/2025, the politburo appointed him as party chief of the former Vinh Long province.
Dien Bien, a mountainous border province in the northwest region, is located 500 km west of Hanoi. It is the only province in Vietnam that shares a border with both China (38.5 km) and Laos (360 km).
Dien Bien was not affected by the recent nationwide local government restructuring. The current party chief of Dien Bien is Tran Quoc Cuong. The three deputy secretaries are Mua A Son, Le Thanh Do, and Tran Tien Dung.
