Four military and police generals promoted to senior lieutenant general

Lieutenant generals To An Xo, Thai Dai Ngoc, Pham Truong Son, and Truong Thien To were promoted to senior lieutenant general by the president.

On the afternoon of 1/8, President Luong Cuong conferred the decisions promoting Lieutenant General To An Xo, Assistant to the General Secretary and Head of the General Secretary's Office, and Lieutenant Generals Thai Dai Ngoc, Member of the Party Central Committee and Deputy Chief of the General Staff of the Vietnam People's Army; Pham Truong Son, Deputy Chief of the General Staff of the Vietnam People's Army; and Truong Thien To, Deputy Director of the General Department of Politics of the Vietnam People's Army, to the rank of Senior Lieutenant General.

Speaking at the ceremony, President Luong Cuong affirmed that this promotion recognizes and highly values their learning, striving, and dedication. It also demonstrates the trust of the Party, the State, the Central Military Commission, and the Central Public Security Party Committee in these four generals.

The president emphasized that the promoted generals are outstanding officials of the Party, the State, and the people's armed forces. They have all received systematic training, been tempered and tested in various positions, and have always been dedicated and striving to fulfill their duties. They have also been awarded medals by the Party and State.

Senior Lieutenant General To An Xo, from Bac Ninh, served as Director of Bac Giang Provincial Police before becoming Chief of Office and spokesperson for the Ministry of Public Security in 9/2019. In 11/2021, he was appointed Assistant Minister of Public Security.

In 2/2023, Mr. Xo resigned as Chief of Office of the Ministry of Public Security but continued as spokesperson until 6/2024. Three months later, he became Assistant to the General Secretary.

Senior Lieutenant General Thai Dai Ngoc served as Commander of Military Region 3 before being appointed Deputy Chief of the General Staff of the Vietnam People's Army in 1/2025.

Senior Lieutenant General Pham Truong Son studied military piloting in the former Soviet Union and then served as a pilot for many years in units under the Air Defense - Air Force Service. In 12/2018, he became Deputy Chief of Staff of the Service, a year later Deputy Commander of the Air Defense - Air Force Service, and has been Deputy Chief of the General Staff of the Vietnam People's Army since 8/2022.

Senior Lieutenant General Truong Thien To served as Political Commissar of the Political Academy before becoming Deputy Director of the General Department of Politics of the Vietnam People's Army in 8/2024.
