General secretary To Lam held a working session with the standing committees of the subcommittees preparing for the 14th Congress on the morning of 9/12. He instructed the Document Subcommittee and the Party Charter Subcommittee to continue reviewing and finalizing documents, ensuring they fully meet the requirements previously outlined by the Politburo and the Secretariat. These documents will be presented to the Central Committee for feedback at the 15th Central Committee Conference, before being further refined and submitted to the Congress.
The general secretary highlighted two major topics that require further research and the development of proposals for Central Committee feedback in the coming period. These include a review of theoretical and practical issues from 100 years of the Vietnamese Revolution under the Party's leadership, and a review of 40 years of implementing the Platform for national construction during the transitional period to socialism.
The Personnel Subcommittee is tasked with completing all personnel-related work for submission to the 15th Central Committee Conference. The Central Organizing Commission will review the working regulations, election rules for the Congress, and personnel dossiers. The Services and Organization Subcommittee is responsible for developing a comprehensive plan, including a progress tracking chart from now until the Congress, with clear assignment of responsibilities. The Party Central Office will conduct an overall review of all documents and tasks supporting the organization of the Congress, to prevent any oversights or omissions.
The Party leader called for intensified promotion of the Congress, ensuring positive information coverage to strengthen the trust of cadres, Party members, and the public. This effort aims to foster unity within the Party and consensus in society, collectively working towards the goal of national development.

According to a report from the working session, from 15/10 to 15/11, there were 5 million contributions comprising 13 million opinions on the draft documents for the 14th Congress. The feedback largely aligned with the draft, particularly regarding the integration of the Political Report, Socio-Economic Report, and Party Building Review Report into a unified Political Report. The standing committees of the subcommittees have incorporated maximum feedback to refine the draft documents.
The 14th National Party Congress is scheduled to be held from 19 to 25/1/2026. Its main agenda items include electing a new Central Committee and approving four reports: the Political Report; a report reviewing theoretical and practical issues over 40 years of Doi Moi (Renovation); a report reviewing 15 years of implementing the Party Charter; and a report assessing the leadership and direction of the 13th Central Committee.
Earlier, in early November, the 14th Central Committee Conference reached a consensus on the number of personnel for the 14th tenure's Politburo and Secretariat. It assigned the Politburo and the Personnel Subcommittee of the 14th Congress to continue reviewing, supplementing, and finalizing personnel plans in accordance with proper procedures, for submission to the Central Committee for consideration and decision at the 15th Central Committee Conference.
According to General secretary To Lam, in addition to general standards, the selection of new personnel must particularly consider five "plus points": possessing a national strategic vision to maintain national autonomy; having leadership and command capabilities at a national scale; holding political prestige and integrity at an exemplary level for others to follow; being able to translate resolutions into measurable results; and possessing sufficient mental and physical resilience to withstand the pressure and intensity of work during the 14th tenure and subsequent terms.
