Prepared meticulously with extensive input from the Party and the public, the 14th Congress documents demonstrate strategic vision and political determination. Notably, for the first time in Party Congress history, the 14th Congress issued an accompanying Action Program alongside its Resolution. This breakthrough aims to ensure the Resolution's immediate implementation. From policy to planning and execution, every aspect is clearly defined: who is responsible, when it will be done, what resources are needed, and the ultimate objectives. Consequently, the 14th Congress Resolution serves as an action guide for the Party and the entire political system, a guiding light on the new development path.
The 14th Congress Resolution outlines general objectives for the 2026-2030 period and a vision extending to 2045, described as "extremely clear, bold, yet feasible". These include maintaining peace and stability, achieving rapid and sustainable national development, comprehensively improving the people's lives, and strengthening self-reliance to advance powerfully into a new national era.
The 14th Congress documents immediately translate into a spirit of decisive action. The Action Program accompanying the Resolution particularly emphasizes the requirement for all tasks to be "correctly chosen - rapidly deployed - thoroughly completed - measured by results". Each major decision from the Congress is formulated into a practical implementation plan, clearly defining objectives, solutions, and evaluation criteria. The people-centric principle is consistently upheld. As a result, the 14th Congress Resolution transcends mere vision and orientation; it ignites a strong desire for development and a powerful impetus for action, ready for immediate implementation after the Congress.

Tenfold determination and a hundredfold action
According to the General Secretary, with the Resolution in place and the program clear, the remaining issue is action. The Congress requires Party committees at all levels to promptly grasp, study, and concretize the Resolution into programs and plans suitable for each locality and unit, quickly bringing the Resolution and Action Program to life. The overarching spirit is a strong shift from "talking" to "doing", from awareness to action. The Congress documents explicitly call for resolute efforts to overcome situations of "talking much and doing little", "eloquent in words but poor in deeds", "words not matching actions", and to end bureaucratic and formalistic work styles.
Every Party committee, Party organization, cadre, and Party member, especially leaders, must uphold their responsibility and set an example in transforming decisions into reality. From now on, "words matching actions" must become an operating principle. All policies and tasks must have clear objectives and solutions, linking responsibility with outcomes, breakthroughs with sustainability, and enforcement discipline with public satisfaction.
Entering this new phase, each correct policy, once issued, requires tenfold determination and a hundredfold action in its practical implementation, demonstrating the highest political resolve, greatest effort, and most decisive action. From the Central government to local levels, from Party and State agencies to the Vietnam Fatherland Front and political-social organizations, all must simultaneously engage with renewed vigor. In this effort, every cadre and Party member, particularly each member of the Party Central Committee, must be exemplary, dare to think, speak, act, take responsibility, and innovate for the common good, using service to the people as the ultimate measure of work effectiveness.

5 years with a 20-year vision
The General Secretary emphasized that the next 5-10 years represent a pivotal period, critical for the nation's 100-year strategic objectives. During this time, Vietnam must achieve its 2026-2030 goals while establishing a foundation for higher development milestones by 2045. The objective for 2030 is to transform the country into a modern industrial nation with upper-middle income status, requiring sustained economic growth averaging around 10% per year or higher for many years. By 2045, the goal is to build a developed, high-income Vietnam on par with global standards.
Given the short timeframe and heavy tasks, the 14th Congress has outlined breakthrough policies and solutions to seize opportunities and overcome challenges. Over the next 5 years, the requirement is comprehensive acceleration in key areas: the economy must make breakthroughs to sustain high growth; science, technology, and innovation must become development drivers; institutional reforms and improvements to the investment and business environment must be implemented decisively to unleash social resources. Concurrently, education, healthcare, and culture will receive investment commensurate with economic growth, ensuring balanced and sustainable development. Party building and rectification, along with the political system, continue to demand high standards, especially in developing a cadre contingent that is truly exemplary in quality, intellect, and courage, capable of leading the assigned tasks.
The 14th Congress term is a crucial stage leading up to the 100th anniversary of the Party's founding in 2030. From now on, the "5 years with a 20-year vision" mindset must guide all leadership and administration. Successfully achieving the immediate 5-year goals will simultaneously lay the groundwork for subsequent stages. Today's sound decisions will not only yield results for the 2026-2030 period but also create momentum for development in the decades to come. If the opportunities of this pivotal period are well utilized, the country has a basis to rapidly advance towards its development goals by mid-21st century; conversely, delays or errors will narrow development opportunities. Therefore, the imperative is decisive action from the beginning of the term, preventing any delays in implementation.

No delay in innovation, no delay in action
"Looking ahead, we have no option but success", the General Secretary stated. The 14th Congress has ignited faith and placed a heavy, yet glorious, responsibility on the entire Party and people. Facing numerous difficulties and challenges, the Party permits no hesitation or failure on its chosen path. Alongside the Party is the faith and expectation of over 100 million people, linked to the nation's destiny in the 21st century. The goal of "a prosperous people, a strong nation, democracy, fairness, and civilization" is not just an aspiration but a promise to the people. Therefore, every cadre and Party member, especially leaders, must push themselves, overcome their own limitations, not delay innovation, not delay action, and avoid complacency.
History shows that the Vietnamese nation has never succumbed to difficulties or challenges. The tradition of resilience and unity, forged through periods of nation-building and defense, continues to be promoted in the new era on the socio-economic development front. The spirit of "no retreat, no hesitation, only forward" is essential in national construction and defense, as every delay or unmet goal impacts the nation's future. The mindset of "Success, definitely success!" is adopted in implementing the 14th Congress Resolution.
In a complex and volatile global context, where opportunities and challenges intertwine, deep international integration creates competitive pressure but also opens doors to external knowledge, technology, and resources. Globalization offers vast markets but demands enhanced internal capacity for deeper participation in global value chains. Geopolitical shifts can affect peace and stability, making the task of safeguarding independence and sovereignty even more critical. The new context requires new thinking and vision, strategic proactivity, keenness, flexibility, and creativity in policy, adhering to principles without rigidity.
With the courage, wisdom, and unity of the people, advantages are seen to outweigh challenges. The nation's strength and position, consolidated after many years of development, continue to rise, fostering expanded cooperation. The requirement is to maximize internal strengths, leverage external forces, transform composite strength into development momentum, and proactively adapt and promote innovation to steadily advance in the new context.

Certain victory
The General Secretary reiterated President Ho Chi Minh's words: "Move forward! Complete victory will be ours!" He noted that this rallying cry once became an unwavering belief, inspiring the nation to achieve independence and freedom, and today it continues to be invoked in the cause of national construction and defense, with the determination to overcome poverty and backwardness, and build a developed country.
The 14th Congress has passed the banner of decisive victory. Now is the time for the entire Party, people, and army to close ranks, unite, and strive in labor, study, work, and combat to successfully implement the Congress Resolution. This is also the moment to transform all policies and resolutions into action and concrete results. If everyone works twice as hard with new knowledge, supported by science and technology, under the Party's leadership, and with unwavering will, advancing on all economic, cultural, and social fronts like "peacetime soldiers", the effectiveness will be tenfold, a hundredfold.
