On the afternoon of 24/6, the national assembly passed a resolution on the mechanism for resolving difficulties and obstacles arising from legal regulations. This resolution authorizes the government to issue legal documents amending specific provisions within laws and resolutions, originally submitted by the government and reported to the standing committee of the national assembly, at the next national assembly session. This authorization is valid until the affected laws and resolutions are formally amended.
If the amendments pertain to laws or resolutions submitted by other agencies, or if the content lacks existing legal framework and significantly impacts areas like the economy, society, national defense, security, or foreign affairs, the government must consult with the submitting agency and relevant party authorities before enactment.
The government's resolution must specify its expiration date, no later than 1/3/2027. It must also list the specific documents and clauses proposed for amendment to ensure consistency and uniformity. The national assembly assigned the government, ministries, sectors, and localities to regularly review legal documents to identify and address obstacles within their authority, following established procedures and priorities.
The drafting of the resolution requires a dossier to be submitted to the ministry of justice for the establishment of an independent appraisal council. The draft must also be published on the website of the presiding agency and the national legal portal.

Minister of justice Nguyen Hai Ninh stated that the resolution aims to promptly remove legal bottlenecks. However, it won't address issues under the jurisdiction of law, such as human rights, civil rights, crimes, penalties, judicial proceedings, or the principles of state apparatus organization.
The law clearly defines the composition of the independent appraisal council: representatives from ministries and ministerial-level agencies responsible for the relevant areas; representatives from the ministry of foreign affairs (regarding international treaty compatibility); the ministry of national defense and the ministry of public security (regarding national defense and security); the ministry of finance (regarding finance); the ministry of home affairs (regarding decentralization and human resources); the ministry of science and technology (regarding digital transformation and innovation); and the ministry of justice (regarding constitutionality and legality).
Representatives from national assembly agencies will provide input according to their respective areas of responsibility. Representatives from the Vietnam fatherland front central committee will contribute to aspects related to social oversight and criticism.
The resolution is effective from 24/6/2024 to 28/2/2027.
