On 18/3, the Ha Noi People's Committee announced phase one of its 30 major problems for the 2026-2030 period. These challenges seek solutions to persistent development bottlenecks. The list is structured into four groups: protracted urban bottlenecks, urban space, governance creation, economic growth and technology mastery, and security, social welfare, and sustainable development.
The protracted urban bottlenecks group identifies five major problems: managing traffic congestion with limited land, establishing sustainable urban order and sanitation through modern governance and automated monitoring, controlling emissions and restoring water and air quality in line with net zero goals, addressing urban flooding, and ensuring food safety.
The urban space group addresses four issues: managing and effectively utilizing multi-layered urban space resources (underground, ground level, low altitude, high altitude), establishing flight corridors and safety management systems for low-altitude space economy development, redeveloping green, smart, and sustainable urban infrastructure, and comprehensively digitizing land resources and the real estate market for transparent management using digital technology.

The largest group, governance creation, economic growth, and technology mastery, includes 16 problems. These demand innovations such as: reforming governance models to be service-oriented, delivering full-cycle, personalized, data-driven public services, and building new growth models based on total factor productivity and the knowledge economy.
The security, social welfare, and sustainable development group presents four problems. These focus on establishing a "data fortress" and smart security systems, building a multi-layered, modern social welfare system based on big data, and addressing issues to ensure sustainable development.
According to the Ha Noi People's Committee leadership, this list represents a system of core, interdisciplinary, and large-scale problems with far-reaching impacts, rather than specific administrative tasks. They require new approaches grounded in science, technology, innovation, and digital transformation.
The 30 major problems list serves as a foundation and guide for agencies, organizations, and businesses to propose, research, and implement solutions and products for the city's socio-economic development. It also forms the basis for science, technology, innovation, and digital transformation projects funded by the city budget.
Ha Noi will prioritize allocating resources to implement projects addressing these problems. The city also encourages controlled trials of new technologies, processes, solutions, products, services, and business models that align with legal regulations and the capital's specific mechanisms.
The Ha Noi People's Committee has designated the Department of Science and Technology as the lead agency. It will advise, monitor, and coordinate the implementation of the problem list, operate a system to track and evaluate progress and results, and submit periodic reports to the city People's Committee.
