The Ministry of Construction (MoC) recently issued a directive outlining project implementation. The Ho Chi Minh City People's Committee (HCMC PC) and Project Management Board 85 (PMB 85) are tasked with ensuring contractors dedicate resources to expedite work and complete construction packages for the section extending from the Long Thanh interchange to Vung Tau.

These entities must also coordinate with the Vietnam Road Administration, the Traffic Police Department, and other relevant agencies to finalize acceptance procedures and traffic management plans. A report is required for the State Council for Construction Project Acceptance to ensure sub-projects two and three's main routes open ahead of schedule.
For sub-project one, spanning over 16 km, the MoC has instructed the Dong Nai Provincial People's Committee to ensure contractors create detailed construction plans and secure all necessary machinery, materials, and funding for its completion and operation in QII.
Regarding the Long Thanh interchange, the Airports Corporation of Vietnam (ACV) is responsible for finalizing procedures to open the T2 connection route. This includes two ramps and a parallel section from the Long Thanh interchange to the Long Thanh airport interchange, ensuring synchronization with sub-project two.
ACV will also collaborate with PMB 85 to adjust the expressway fence's location and scope to align with current conditions, ensuring operational safety, with completion expected by march 30.

Additionally, the MoC has directed all project management boards to promptly finalize procedures for intelligent transport systems, toll stations, and vehicle weigh stations, ensuring these are fully integrated without hindering expressway operations.
Under the proposed traffic plan, passenger vehicles with fewer than 24 seats will be permitted to use the Bien Hoa - Vung Tau expressway in both directions, specifically from the Long Thanh interchange (sub-project two) to the National Highway 56 interchange (sub-project three).
The entire Bien Hoa - Vung Tau expressway project stretches nearly 54 km, featuring 4-6 lanes, and represents an investment of approximately 17,800 billion VND. Upon its full completion, the expressway is expected to cut travel time from Ho Chi Minh City to Vung Tau from about 120 minutes to 70 minutes.
