Ha Noi expects to collect up to 400,000 VND per sqm for sidewalk fees

Ha Noi plans to significantly increase temporary road and sidewalk usage fees for parking, with the highest rate in core urban areas reaching 400,000 VND per sqm per month.

The Ha Noi People's Committee has submitted a draft resolution to the City People's Council, proposing amendments to regulations on temporary road and sidewalk usage fees. This draft suggests increased fees across most areas, updating current regulations from 2020.

For cars, the highest fee will apply to streets in core urban areas and cap I conservation zones, including Dinh Le, Ly Thai To, Tran Hung Dao, Hang Dao, Hang Ngang, and Quan Su. The draft proposes an increase from 240,000 VND to 400,000 VND per sqm per month.

Other streets within Ring Road 1, but outside the core urban area, are set to see fees rise from 150,000 VND to 360,000 VND per sqm per month. This represents a 2.4-fold increase, the highest proposed in the draft.

Car parking fees are also expected to double in other zones. For areas between Ring Road 1 and Ring Road 2, fees will increase from 80,000 VND to 160,000 VND per sqm per month. Similarly, areas between Ring Road 2 and Ring Road 3 will see an increase from 60,000 VND to 120,000 VND.

Fees for motorbikes and bicycles in core urban areas are also set to rise, from 135,000 VND to 220,000 VND per sqm per month. Several other zones will see their fees double from current rates.

The Ha Noi People's Committee explains that these adjustments aim to regulate inner-city traffic, mitigate congestion and environmental pollution. The city also seeks to gradually limit the use of personal vehicles, encouraging residents to transition to public transport.

Officials hope the increased fees will help offset traffic infrastructure investment costs and incentivize businesses to develop modern parking facilities.

According to official statistics, before the implementation of the 2-tier local government model, local authorities had issued temporary usage permits for roads and sidewalks at 352 locations, covering a total area exceeding 43,600 sqm.

Revenue from temporary road and sidewalk usage fees in Ha Noi has steadily increased, from over 42 billion VND in 2022 to more than 51 billion VND in 2024. For the first 10 months of 2025, collections reached approximately 42 billion VND.

The Ha Noi City People's Council is scheduled to review the draft resolution at a specialized session on 11/5.
