On the afternoon of 1/7, at its first meeting after merging with Hai Duong, the Hai Phong People's Council passed a resolution establishing 14 specialized agencies under the city's People's Committee.
Twelve of these departments were formed by merging equivalent agencies of Hai Duong province and the former Hai Phong city: Home Affairs, Justice, Finance, Industry and Trade, Agriculture and Environment, Construction, Science and Technology, Education and Training, Health, Culture, Sports and Tourism, the Office of the People's Committee, and the City Inspectorate.
The Department of Foreign Affairs, a specialized unit of the former Hai Phong city, remains unchanged.
At the meeting, the Hai Phong People's Committee also announced the chairman's decision to appoint leaders for these departments, 12 of whom are City Party Committee members.

Most departments will be located at the city's Administrative-Political Center in the Bac Song Cam urban area. The City Inspectorate will use the headquarters of the Hai An District People's Committee; the Department of Finance will use the headquarters of the Hong Bang District People's Committee; the Department of Science and Technology will use the headquarters of the Ngo Quyen District People's Committee; and the Department of Foreign Affairs will continue to use its current headquarters.
