The Hai Phong City People's Committee held a ceremony on the afternoon of 10/7 at the city's Political - Administrative Center square to hand over 99 vehicles for public service to local communes, wards, and special zones.
This initiative addresses a significant vehicle shortage. According to the Hai Phong Department of Finance, the city now has 114 communes, wards, and special zones following administrative reorganization. These local units are permitted a maximum of 532 vehicles. However, after decommissioning damaged vehicles, the city's fleet stands at 296, a deficit of 236 vehicles. Communes, wards, and special zones alone face a shortage of 124 vehicles.
To address this shortage, the city initiated a purchase of 25 vehicles in 2025 and will acquire an additional 99 new vehicles in 2026. The acquisition of the 99 electric vehicles was conducted through a public, centralized bidding process, totaling nearly 84 billion dong. This approach saved the city's budget nearly 5 billion dong compared to the initial estimate.

Le Ngoc Chau, Secretary of the Hai Phong City Party Committee, emphasized that this initiative not only improves working conditions for local authorities but also serves as a concrete step towards implementing Resolution 08. This resolution outlines Hai Phong City's green transformation strategy for the 2026-2030 period, with a vision extending to 2050.
The resolution targets that by 2030, all new or replacement buses and public vehicles (excluding specialized vehicles) in the city must utilize electricity or green energy. Transportation is identified as one of three priority sectors for Hai Phong to achieve significant breakthroughs. "Public sector initiatives are pioneering the use of green transportation vehicles", stated the Hai Phong Secretary.
