Hai Phong leadership announced after merger with Hai Duong

Following the merger with Hai Duong, Le Tien Chau has been appointed secretary of the Hai Phong City Party Committee, and Le Ngoc Chau will serve as chairman of the city.

The Politburo and the Party Secretariat have appointed the new Hai Phong City Party Committee, its standing committee, secretary, and deputy secretaries. The city party committee comprises 75 members (39 from the former Hai Phong City Party Committee and 36 from the former Hai Duong Provincial Party Committee).

The standing committee of the Hai Phong City Party Committee consists of 20 members (10 from the former Hai Phong City Standing Committee and 10 from the former Hai Duong Provincial Standing Committee). Le Tien Chau, 56, former secretary of the Hai Phong City Party Committee, will continue as secretary of the new Hai Phong City Party Committee for the 2020-2025 term.

Mr. Chau, originally from Long Chu commune, Tay Ninh province, holds a doctorate in law and has advanced political training. Before his time in Hai Phong, he worked at the Ho Chi Minh City University of Law, the Ministry of Justice in Ho Chi Minh City, and served as principal of Vi Thanh Law Secondary School, secretary of Hau Giang Provincial Party Committee, and vice president and general secretary of the Vietnam Fatherland Front Central Committee for the 2019-2024 term.

Do Manh Hien, 56, continues in his role as permanent deputy secretary of the Hai Phong City Party Committee. Mr. Hien, a native of An Duong district, Hai Phong City, holds a master's degree in political science.

The three other deputy secretaries of the Hai Phong City Party Committee are Le Van Hieu, Le Ngoc Chau, and Pham Van Lap.

The Hai Phong City People's Committee has 5 members, chaired by Le Ngoc Chau, 53, the former deputy secretary of the Hai Duong Provincial Party Committee and chairman of the Hai Duong Provincial People's Committee. Mr. Chau, from Thanh Tri district, Hanoi, holds a doctorate in law and advanced political training. He previously served as deputy commander of the Mobile Police Command, Ministry of Public Security, director of the Hai Phong City Police, and director of the Hai Duong Provincial Police. In 9/2024, he was elected chairman of Hai Duong province.

The 4 vice chairmen of the Hai Phong City People's Committee are Le Anh Quan, 53, former permanent vice chairman of the Hai Phong City People's Committee; Hoang Minh Cuong, 52, former vice chairman of the Hai Phong City People's Committee; Nguyen Minh Hung, 58, former vice chairman of the Hai Duong Provincial People's Committee; and Tran Van Quan, 54, former vice chairman of the Hai Duong Provincial People's Committee.

The Hai Phong City People's Council has three members and is chaired by Le Van Hieu, 58, the former chairman of the Hai Duong Provincial People's Council. Mr. Hieu, from Nam Sach district, Hai Duong, holds a bachelor's degree in law, a master's degree in economics, and advanced political training. He held various positions in Hai Duong province before being elected chairman of the Hai Duong Provincial People's Council in 6/2023.

The two vice chairmen of the Hai Phong City People's Council are Bui Duc Quang, 50, former vice chairman of the Hai Phong City People's Council, and Nguyen Khac Toan, 52, former vice chairman of the Hai Duong Provincial People's Council.

Pham Van Lap, 52, former chairman of the Hai Phong City People's Council, has been appointed chairman of the Vietnam Fatherland Front Committee of Hai Phong City. Mr. Lap, from Vinh Bao district, Hai Phong, holds a doctorate in engineering and advanced political training. He was elected chairman of the former Hai Phong City People's Council in 6/2021.

Hai Phong City has also announced 114 newly appointed party secretaries and chairmen of newly established communes, wards, and special zones. Among them are 15 female commune-level party secretaries (13%) and 12 female commune-level chairwomen (10.5%).

Many former members of the Hai Phong City Party Committee and the Hai Duong Provincial Party Committee have been appointed to leadership positions at the commune level: Do Duc Hoa, former secretary of Kien Thuy district, is now secretary of Kien Hai commune; Nguyen Thanh Hung, former director of the Hai Phong City Department of Construction, is now secretary of Hong Bang ward; and Ngo Thi Thanh Hoa, former president of the Hai Duong Provincial Labor Confederation, is now secretary of Thanh Dong ward.

The party secretaries and chairmen of the two special zones, Cat Hai and Bach Long Vy, remain in their positions from when they were island districts.
