In a document issued on 14/7 regarding the "Bright - Green - Clean - Beautiful" campaign for the 80th anniversary of the August Revolution and National Day on 2/9, the People's Committee of Hanoi encouraged maintaining free restroom access for visitors as a cultural practice.
The 80th-anniversary celebrations of the August Revolution and National Day on 2/9 will be held in Hanoi with approximately 30,000 delegates and citizens. The city expects millions of domestic and international visitors for tourism and related activities.
With a large influx of tourists expected, the city’s public restroom system is currently insufficient. Hanoi has 351 public restrooms: 176 brick-and-mortar facilities, 91 steel (stainless steel) structures, and 84 installed by Vinasing.

In late 2/2025, during a city meeting on sanitation in four core districts, Chairman Tran Si Thanh suggested incentivizing restaurants, hotels, and commercial centers to offer free restroom access to address the shortage of public facilities.
At the meeting, Le Tuan Dinh, former chairman of Dong Da district, stated that 100% of businesses on Nguyen Van Tuyet food street had committed to allowing the public to use their restrooms.
Nearly a month later, Truc Bach ward in Ba Dinh district piloted the "Free Restroom" program on streets popular with tourists: Truc Bach, Hang Than, and the Ngu Xa pedestrian food street.
